What Makes an Italian Solar Proposal Different
Six things decide whether a preventivo converts or comes back as a list of questions.
The export revenue line changed and most templates did not. Scambio sul Posto, the net-metering style arrangement the GSE ran for years, is closed to new systems. Surplus energy now sells under Ritiro Dedicato, where the GSE buys it at a wholesale-linked price, or through a market offtake contract. Exported energy is therefore worth materially less than self-consumed energy, and the gap between those two numbers is now the entire argument for a battery, for an east-west layout, or for an array smaller than the roof could hold. A proposal carrying one blended value per kilowatt-hour hides the most important decision on the job, and one built on an inherited Scambio sul Posto assumption overstates twenty-year revenue by a margin no customer will forgive when they see their first GSE statement.
The detrazione fiscale is a deferred cash flow, not a discount. The dominant residential incentive now that the Superbonus era has wound down is the detrazione, a personal income tax deduction on qualifying building and energy work, recovered in equal annual instalments across ten years rather than paid up front. That is a genuinely different proposal shape from a rebate market. The customer still writes the full cheque on day one. The benefit arrives as ten tranches, each one only usable to the extent the customer actually owes that much tax, and each one worth less than the last in real terms. A proposal that subtracts the deduction from the headline price on page one is describing a transaction that does not happen. The honest presentation shows the gross price, the annual instalment, the year-by-year cumulative position, and the capienza fiscale question stated plainly. Italian buyers expect itemisation to a degree UK and US buyers do not. Italian construction practice runs on the computo metrico estimativo, a bill of quantities priced against a regional prezzario, and that habit carries into how a homeowner reads a solar quote. Modules, inverter, accumulo, strutture di supporto, cavi e quadri, manodopera, ponteggio, pratiche, IVA: they expect to see the lines and they will compare them across three quotes. A lump sum reads as something concealed. Proposal software with a single price field and a marketing paragraph loses to a competitor whose document breaks the same total into fifteen rows.
CER changes the revenue model, not just the size of it. In a Comunità Energetica Rinnovabile the incentive attaches to shared energy, meaning the hourly overlap between what members produce and what members consume inside the area served by the same primary substation. Members keep their own supply contracts and the electricity still flows through the public grid. For the proposal that means a third revenue line beside self-consumption saving and Ritiro Dedicato export, a governance and repartition rule the members have to agree, and an hourly coincidence assumption that the document has to state because the whole business plan rests on it. Almost no international proposal tool has a field for any of that.
The GSE portal is a dated workflow step, not an afterthought. Ritiro Dedicato contracts, CER registration and the residual incentive routes all run through GSE portal procedures with their own submission windows and evidence requirements. A proposal that names who handles the GSE practice, what it costs and roughly how long it takes converts better than one that leaves it implied, because the customer has heard from a neighbour that the paperwork is where projects stall. Scheme rules sit with the GSE and the market framework with ARERA.
IVA is not one rate. Residential photovoltaic supply and installation attracts a reduced rate under the Italian VAT rules for building work, while other cases fall at the ordinary rate, and the treatment of separately supplied components is not the same as the treatment of a single installation contract. Software with one global tax field forces a manual edit on every job, and manual edits on tax are where expensive quoting errors come from. Confirm the applicable rate with your commercialista rather than with a template.

The commercial document sits on top of a technical one. The system still connects under CEI 0-21 at low voltage or CEI 0-16 at medium voltage, through the distributor's connection process, and the preventivo di connessione you receive from the distributor is a different document from the preventivo you send the customer. Say which is which in writing, because the word doing double duty is a real source of confusion in Italian solar sales.

Two honest observations before the detail. First, positions seven and eight are not software you buy the ordinary way: Otovo is a marketplace and CER platforms usually price against the community rather than per seat, but both shape what an Italian customer expects a quote to look like, so they belong in a truthful ranking of what you are competing with. Second, no platform here handles every Italian obligation cleanly, and the real difference is how much manual patching is left on each job.
1. SurgePV
What it does best. SurgePV treats the Italian financial model as a first-class problem rather than a translation exercise. Export is priced on a Ritiro Dedicato basis and shown as a separate line from the self-consumption saving, so the customer sees the ratio that justifies a battery instead of being handed a blended average. The detrazione is modelled as what it is: a deduction recovered in ten equal annual instalments, placed in the cash flow in the years it actually lands, with the customer’s tax capacity carried as a visible assumption. The payback chart that comes out the other side has the shape an Italian buyer recognises, a full outlay in year zero and a slow recovery, rather than the discounted-price fiction most imported templates produce.
The document side matters as much. The preventivo exports itemised down to strutture, cavi e quadri, manodopera, ponteggio and pratiche rather than as a lump sum, with component datasheets attached, the simulation method and assumed specific yield stated in the body, and warranty terms per component. The GSE practice appears as a named responsibility with an indicative timeline. Honest limitations. Four real ones, stated because a roundup where the sponsor wins on every axis is an advertisement. First, there is no computo metrico estimativo priced against a regional prezzario. SurgePV itemises, and itemisation is most of what a homeowner wants, but a studio quoting into a building file where the client’s engineer will check lines against the prezzario regionale still produces that document in ACCA. That is the single strongest reason an Italian practice would not switch. Second, CER support is partial: it carries shared energy as a revenue line and models each member site, but it does not run portfolio-level optimisation across all members inside one primary substation area, so community designers still do that arithmetic in a specialist tool. Third, the Italian-language output is good but not native-authored, and an installatore reviewing the standard template will find phrasing they would rewrite once before shipping it. Fourth, it prepares the data the GSE and distributor procedures need rather than submitting on your behalf, and it is not a CRM, so follow-up sequencing and the record of who promised what still live elsewhere. 2. ACCA Solarius-PV with PriMus
What it does best. ACCA is the largest Italian construction software house and it owns the pricing document. Solarius-PV designs the array and produces the relazione tecnica and schema elettrico, then hands the job to PriMus so it comes out as a computo metrico estimativo priced against a regional prezzario. On any job where the client has an engineer, a geometra or a public body reading the quote, that is the document that ends the argument. No international cloud platform reproduces it, ours included, and Italian buyers who have seen one rarely accept less on comparable work.
Pricing. Not publicly listed. ACCA’s Solarius-PV page carries no price table for the software itself, only a EUR 599 POWER PACK upgrade and an invitation to phone the commercial office for prices and offers. Ask for a quote against the exact module set you need, and ask explicitly whether the figure is an annual subscription or a one-off, because ACCA sells both shapes across its line.
Who it suits. Studi di progettazione, geometri, periti industriali and any firm quoting work that lands in a building file rather than a homeowner’s inbox.
Honest limitations. It is Windows desktop, so no live collaboration and nothing usable from a roof. The output is a technical and administrative document rather than a sales artefact, so firms selling to homeowners rebuild the front half anyway. There is no e-signature flow, no CRM, no satellite roof capture and no interactive web proposal. Its financial modelling is competent on cost and thin on the customer’s twenty-year cash flow, so the detrazione and Ritiro Dedicato story usually ends up in a spreadsheet beside it. 3. Blumatica Fotovoltaico
What it does best. Blumatica covers similar ground to ACCA at a lower price point, generating the sizing, the electrical verification, the documentation and a priced quote, usually bundled with the energy certification and safety tools an Italian practice already needs. For a small studio that requires Italian-shaped output and cannot justify a full ACCA subscription, it is the sensible value pick.
Pricing. Not publicly listed for the photovoltaic module. Blumatica publishes annual prices for some of its other titles but not for Blumatica Fotovoltaico, so the figure depends on the bundle you are quoted. Ask for the bundle price and the renewal price in the same email, because the update contract is priced separately from the licence.
Who it suits. Small practices, single-person technical offices and firms where photovoltaics is a minority of the workload.
Honest limitations. Shallower than ACCA on both simulation and pricing integration, no cloud collaboration, no sales-grade proposal, and an interface that assumes you already know Italian technical practice. It generates documents well and sells nothing.

4. OpenSolar
What it does best. A free core design and proposal product funded by hardware referral margin, with a large template library, wide integration coverage and a community that has already answered most setup questions. For a small Italian residential team, entry costs nothing and the first usable quote comes quickly.
Pricing. The core platform is free, for any number of users. OpenSolar has said that API Access, charged per project on creation, and Connectors, charged as a flat monthly fee, become chargeable from 16 April 2026, but it has not published those rates and they vary by geography. So the honest position is that a five-seat Italian team pays nothing today and cannot yet be quoted a 2026 add-on figure. Nothing else on this list is cheaper.
Who it suits. New entrants and low-volume installers whose volume does not justify a licence.
Honest limitations. The Italian financial layer is shallow. Defaults assume net-metering style export, the incentive field behaves like a rebate rather than a ten-year deduction, CER has no concept to map onto, and the itemisation depth Italian buyers expect is not there out of the box. 5. Italian gestionale and preventivo suites
What it does best. A cluster of Italian business-management products handles preventivo, listino, ordine, DDT and fattura elettronica in one place, integrated with the SDI exchange system every Italian business already has to use. For an installatore whose actual pain is administration rather than design, these remove more hours per euro than anything else on this list, and the quote they produce is itemised by default because that is how Italian commercial documents are built.
Pricing. Broadly EUR 25 to EUR 80 per user per month depending on vendor and modules.
Who it suits. Installation firms with an existing design tool that need the commercial paperwork to stop consuming evenings.
Honest limitations. They know nothing about solar. No yield model, no shading, no self-consumption analysis, no Ritiro Dedicato pricing, no detrazione cash flow, no CER. You will build the technical and financial pages elsewhere and paste them in, which is workable but leaves the numbers unversioned. Treat these as an accounting layer, not as proposal software.
6. Aurora Solar
What it does best. Aurora produces arguably the most polished customer-facing sales document in the category, with strong automated design, good storage modelling and a workflow refined against enormous US residential volume. On presentation quality alone it is hard to beat.
Pricing. Aurora publishes US dollar prices: Basic US$135 per user per month billed annually and Premium US$220, which is about EUR 123 and EUR 200 at EUR 0.91 per dollar. Five Premium seats come to US$13,200 a year, roughly EUR 12,012, and five Basic seats to US$8,100, roughly EUR 7,371. Plan sets are a separately priced service rather than a plan inclusion, and LIDAR modelling, bankable shade reports and battery modelling sit on Premium. Worth stating plainly: Aurora Basic at US$1,620 a year per user is cheaper than a single SurgePV Individual seat at US$1,899, and if all you need is a polished residential document, that is a real saving.
Who it suits. International groups extending into Italy with Aurora templates and training already in place.
Honest limitations. The Italian layer is close to absent. No Ritiro Dedicato pricing, no ten-year detrazione cash flow, no CER shared-energy concept, no computo-style itemisation and no Italian document conventions, so your team rebuilds all of it inside the template and then maintains it. 7. Otovo and marketplace quoting
What it does best. Otovo is a marketplace rather than a software vendor. It acquires the homeowner, standardises the quote and routes the job to a local installer. For an Italian installer whose constraint is lead flow rather than document quality, that is a genuine answer, and the standardised quote removes the sales-document problem entirely.
Pricing. Commission on delivered jobs rather than a licence fee.
Who it suits. Installers with spare crew capacity who would rather buy demand than build a sales function.
Honest limitations. You are renting the customer relationship. Pricing power sits with the marketplace, the document is not yours to differentiate, and margin per job is thinner than direct work. It contributes nothing on commercial rooftop, on CER, or on any job outside the standardised residential product.
8. Specialist CER platforms
What it does best. A set of Italian platforms exists specifically to model and then operate a Comunità Energetica Rinnovabile: member onboarding, perimeter checks against the primary substation area, hourly production and consumption matching, the repartition rule that divides the incentive between members, and the ongoing reporting the community needs once it is live. If you are proposing a CER, this is the only category on the list that can produce the numbers the members will sign against.
Pricing. Usually quoted per community, sometimes with a share of the incentive flow rather than a seat licence.
Who it suits. Anyone assembling an energy community, and the municipalities, parishes and consortia that increasingly initiate them.
Honest limitations. They are not proposal tools for ordinary jobs. There is no roof design, no shading model, no bill of quantities and no residential sales document, so you will run one alongside a normal stack rather than instead of it. The category is young, vendor viability varies, and contract terms that take a slice of the incentive deserve careful reading before you introduce one to a client.
9. Solargraf
What it does best. Speed. Solargraf is built for residential sales teams that need a decent quote out the same day, with e-signature and a short learning curve. New salespeople become productive in days rather than weeks.
Pricing. Solargraf prices by plan rather than by seat, in US dollars: Starter US$2,799 a year covering 240 projects and 2 users, rising to Enterprise US$12,999 for 1,500 projects. API access is US$4,000 a year on every plan except Enterprise. At EUR 0.91 per dollar that is roughly EUR 2,547 to EUR 11,829.
Who it suits. High-volume residential operations where turnaround beats depth.

10. Sunbase
What it does best. Sunbase leads with CRM: pipeline, lead routing, follow-up and reporting, with proposal generation attached. If your bottleneck is sales process rather than document quality, that ordering is defensible.
Pricing. Sunbase publishes an entry point of US$59 per user per month, about EUR 54, and does not publish its higher tiers.
Who it suits. Sales-led firms that already have a design tool and need pipeline discipline.
Honest limitations. As a proposal engine it is the weakest here on engineering depth and Italian financial modelling, and it assumes the design arrives from somewhere else. The same pairing logic applies to the sister-brand CRM QuickEstimate, which handles quoting and follow-up but not Italian incentive modelling.
How to Present the Detrazione Without Misleading Anyone
This deserves its own section because it is where Italian proposals most often mislead by accident.
The deduction is recovered from the customer’s income tax in ten equal annual instalments. Three things follow, and all three belong in the document.
- Show the gross price first. The customer pays the full amount now. Any headline that nets the deduction off the price is describing a transaction that will not occur, and the customer discovers it at the first tax return.
- Place the instalments in the years they land. A dated cash flow with year zero negative and ten positive tranches is the honest picture. It also makes the case for the system on its own merits, because the self-consumption saving is doing most of the work in the early years.
- State the capienza fiscale assumption in writing. The instalment is only usable to the extent the customer owes at least that much income tax in that year. A pensioner with modest taxable income may not absorb the whole instalment, and a proposal that assumes full absorption without saying so is setting up a complaint. Write the assumption as a line the customer reads and accepts.

On a EUR 12,000 residential job, a 50 percent deduction is EUR 6,000 recovered as EUR 600 a year for ten years, not EUR 6,000 off the invoice. Two documents can quote the same system and the same price while implying paybacks two years apart, purely from how they place that money in time.
Cost Per Finished Preventivo, in Euros
Licence price is the wrong unit. What matters is cost per proposal that a customer signs, and the ranking changes with volume.
Read those against your close rate. At fifty preventivi a month a bundled licence costs about ten euros per document, less than the diesel for one wasted site visit. At ten a month the arithmetic is tighter but still works if the tool removes a second licence or an hour of manual assembly per job.
