The search for the best solar software in Italy usually starts on the wrong axis. Almost every comparison ranks design tools, and design is the layer Italian firms have had solved for fifteen years. What actually consumes an Italian installer’s week is elsewhere: the GSE portal work that follows every plant into service, the detrazione documentation a client will ask for six years from now, the fatture that must pass through the Sistema di Interscambio without being rejected, and the shared-energy accounting that a Comunita Energetica Rinnovabile generates every single month for the life of the incentive. Design and simulation is array layout, shading, string sizing, structural loading and hourly yield. Practice documentation is the relazione tecnica, the schemi elettrici, the computo metrico estimativo and the capitolato that Italian building practice runs on, plus the sicurezza documents where the job falls under a cantiere. GSE portal administration is the recurring work of registering plants, submitting Ritiro Dedicato or incentive requests, and answering requests for integration long after the installer has been paid. Monitoring is the twenty-year production record. CER shared-energy accounting is the monthly division of the shared-energy premium among members of an energy community. Gestionale and fatturazione elettronica is quotes, orders, invoices and the mandatory electronic invoice flow through the Sistema di Interscambio.

Pricing is 2026 and annualised in euros, with US list prices converted at roughly €0.91 per US dollar. Italian vendors negotiate heavily on multi-module and multi-seat deals, so treat website pricing as an opening position.

1. SurgePV

What it does best. Four layers on one licence. Enter an Italian address, get an AI-built 3D roof from satellite imagery in about a minute, place modules with setbacks applied, run the 8,760-hour module-level simulation for P50, P75 and P90 yield, model the finances around self-consumption plus Ritiro Dedicato rather than the retired Scambio sul Posto, then produce the white-label Italian preventivo alongside the CEI 0-21 labelled single-line diagram and the materials list the electrician needs. For a firm whose commercial and engineering numbers keep diverging, consolidating both in one model is the single largest fix available.

It cannot issue a fattura elettronica through the Sistema di Interscambio, which means it can never be your billing system in Italy. It does not compute CER shared energy or divide the premium among members, so an energy community operator needs a separate platform from day one. It produces no computo metrico estimativo in the format an Italian direzione lavori expects and no capitolato, which is precisely the gap ACCA fills. There is no GSE portal integration, so plant registration and Ritiro Dedicato submissions remain manual. 2. The ACCA suite

What it does best. Being one vendor for the entire Italian building practice workflow, which is the honest reason so many Italian firms buy a suite instead of assembling best-of-breed tools. Solarius-PV handles the PV design, CEI-aligned schematics and the relazione tecnica. PriMus produces the computo metrico estimativo and the capitolato from regional price lists. CerTus covers the sicurezza documentation for the cantiere. They share data, they share a licence relationship, and they produce documents in the exact shape an Italian committente, direzione lavori or comune expects.

That coherence has real economic value. A firm that runs ACCA does not spend a week a year reconciling a design tool with a costing tool with a safety document tool, and does not have to argue with a reviewer about format. Best-of-breed advocates rarely price that in.

Real pricing. ACCA does not publish a list price for a Solarius-PV licence on its own site; the price is shown only inside its shop after you configure a licence. What ACCA does publish is a temporary Solarius-PV licence at €49 for one month, paid by card, and a POWER PACK annual service add-on at €599. Suite pricing for design plus PriMus plus CerTus is quote-based, so do not budget from a circulating range.

Who it suits. Studi tecnici, geometri, engineering practices and any installer whose deliverable is bound into a building file rather than emailed as a PDF.

Honest limitations. Desktop-centred with weak multi-user cloud collaboration. No AI roof capture from a satellite address, so massing a building is manual work. No CRM and no pipeline. No monitoring. No CER settlement engine. The customer-facing preventivo is a technical document rather than a persuasive one, and firms selling to homeowners often end up producing a second, prettier document elsewhere. Module-based pricing makes annual cost genuinely difficult to compare until quoted.

3. Huawei FusionSolar

What it does best. Monitoring the Italian installed base, because Huawei holds a large share of Italian rooftop inverters and the portal is free with the hardware. Plant production, string-level comparison, optimiser-level diagnostics where fitted, alarm management, an installer fleet view and a homeowner app that removes a meaningful share of support calls.

Real pricing. Free with Huawei hardware for standard monitoring. Advanced O&M tiers licensed per plant on request.

Who it suits. Any Italian installer whose fleet is mostly Huawei SUN2000, which is a large share of the residential market.

Honest limitations. Hardware locked, and Italy’s mixed inverter market makes that expensive in practice. A firm six years in typically also has SolarEdge on shaded roofs, Fronius on commercial and ZCS Azzurro from Zucchetti Centro Sistemi on the price-sensitive years, which means four portals and no fleet view. No design, no proposals, no invoicing, no work orders. Export quality for a formal warranty or performance claim is weaker than a dedicated O&M platform.

4. Regalgrid

What it does best. The layer that did not exist five years ago. Regalgrid, from the Veneto, is among the Italian platforms built specifically for energy sharing and community management: aggregating members, tracking shared energy against the community perimeter, applying the community’s own distribution rules and producing the member-level output that lets somebody actually pay people. If you have sold a CER, this is the category of product that keeps you from doing the arithmetic by hand for the next twenty years.

Real pricing. Quoted per community, usually a platform fee plus a per-member or per-plant component, and often bundled with hardware for local energy management. Budget several thousand euros a year for a small portfolio of communities.

Who it suits. Installatori who have become CER referents or technical partners, plus municipalities, cooperatives and ESCos operating communities.

Honest limitations. No design, no simulation, no proposals, so it does nothing for the sales cycle that creates a community. It assumes the community exists and the constitution is signed. Pricing is opaque until you engage. For a single small community, the GSE’s own settlement output plus a disciplined spreadsheet is genuinely cheaper, and it would be dishonest to pretend otherwise.

5. TeamSystem Fatture in Cloud

What it does best. The legally mandatory layer, done cheaply. Fatture in Cloud issues and receives fatture elettroniche through the Sistema di Interscambio, handles IVA, ritenuta and conservazione sostitutiva, and connects to the commercialista without either side emailing PDFs. For a small Italian installer, this is often the first software purchase that is genuinely non-optional.

Real pricing. Roughly €10 to €30 per month per company by tier, so about €120 to €450 a year, with additional users costing more.

Who it suits. Solo installatori, ditte individuali and small firms up to roughly ten people.

Honest limitations. It knows nothing about solar. No kWp, no yield, no detrazione modelling, no project structure. The preventivo it produces is a line-item document rather than a designed system. Once purchasing, warehouse and multi-site job costing matter, it runs out of room and a full gestionale takes over.

6. PVsyst

What it does best. Bankability. When an Italian bank, a fund or an independent technical advisor reviews a utility-scale plant in Puglia or Sicilia, the PVsyst loss diagram is the artefact named in the documentation. Its shading and loss models hold up under due diligence in a way no cloud sales tool has yet matched.

Real pricing. CHF 700 per user per year for the Professional subscription, about €750 at roughly €1.07 per Swiss franc. It is an annual subscription now rather than a perpetual licence. Five PVsyst seats at CHF 3,500 cost noticeably less than five SurgePV seats at US$6,495, and there is no point pretending otherwise.

Who it suits. Independent engineers, due diligence teams and developers producing yield reports for debt or equity.

7. Zucchetti

What it does best. Being the Italian commercial spine at scale. Zucchetti’s gestionale covers orders, purchasing, warehouse, job costing, payroll, presenze and fatturazione elettronica in one vendor relationship, with a partner network that will configure it for a construction or installation business rather than a shop. For an installer past twenty people whose commercialista, payroll and job costing all need to agree, this is the category to buy from.

Real pricing. Quoted through partners, commonly €40 to €80 per user per month all-in once configuration and support are included, so roughly €2,400 to €4,800 a year for five users plus implementation.

Who it suits. Established installers and EPCs past roughly twenty employees, particularly anyone running multiple cantieri with real labour costs to allocate.

Honest limitations. Generic ERP, not solar ERP. It knows nothing about kWp, string sizing, CEI 0-21 or GSE tariffs. Implementation is a project with a partner, not a signup, and it takes months rather than days. If your bottleneck is engineering or CER accounting rather than administration, this is the wrong first purchase by a wide margin.

8. SolarEdge Monitoring

What it does best. Module-level visibility, which matters disproportionately in Italy because so much residential stock sits in dense historic centres with awkward roof geometry and neighbouring shade. Per-optimiser data means a failing module is identified as a module, and the customer app reduces the number of calls that begin with a cloudy afternoon.

Real pricing. Included with the hardware, no recurring monitoring fee for standard use.

Who it suits. Residential installers standardised on SolarEdge, especially in shaded urban work.

Honest limitations. Hardware locked like every brand portal. No design, no proposals, no billing, no dispatch. Portfolio reporting for a commercial O&M contract is adequate rather than strong, and it solves only the SolarEdge fraction of a mixed fleet.

9. Blumatica Fotovoltaico

What it does best. Italian technical documentation at a lower price point than the full ACCA suite. PV sizing, CEI-aligned schematics, the relazione tecnica and the practice documents an installer needs to submit, from a vendor that lives inside the Italian regulatory update cycle and ships changes quickly when a norm moves.

Real pricing. Blumatica publishes €250 for Blumatica Impianti Fotovoltaici, and states on the product page that the price is for a perpetual licence. Updates and level one support come from an optional annual or three-year update contract, which is not mandatory. It is not a subscription.

Who it suits. Small studi tecnici and installers producing their own documentation who do not need PriMus and CerTus alongside it.

Honest limitations. Windows desktop, limited collaboration, no satellite roof capture, no PV yield engine of PVsyst’s class, no CRM, no monitoring, no CER accounting. Like ACCA it is a documentation tool that sits beside a design tool rather than replacing one, and its ceiling arrives quickly on commercial work.

10. OpenSolar

What it does best. A free proposal and light design layer funded by hardware referral margin, with a large template library and no licence decision to make. For a small Italian installer who needs a presentable customer document tomorrow, it is a reasonable starting point.

Real pricing. Core platform free, which makes it cheaper than every paid tool on this page including SurgePV. From 16 April 2026 OpenSolar begins charging for API Access on a per project basis and for Connectors as a flat monthly fee, but it publishes no rates and they differ by country, so we will not invent a range.

Who it suits. Solo installatori and small teams doing straightforward residential work.

Honest limitations. The Italian regulatory layer is the thinnest here. Ritiro Dedicato treatment, detrazione presentation and CER modelling all need manual template work, and its centre of gravity remains Australia, the UK and the US. Commercial rooftops expose the ceiling quickly, and the free headline now carries a caveat, because API Access and Connectors become chargeable from 16 April 2026 at rates OpenSolar has not published. Verdict. Buy against the layer that is costing you hours. Drawings and preventivi slow? SurgePV. A computo metrico bound into a building file? ACCA. A CER you now have to settle monthly? Comunita Energetiche Rinnovabili Are an Accounting Product

This is the Italian layer that turns a project business into a service business, whether or not anyone planned it.

A Comunita Energetica Rinnovabile earns its premium on energy shared between producing and consuming members inside the same primary substation perimeter, within the same hour. That is a fundamentally different quantity from plant production and a different quantity again from export. The GSE performs the official settlement, but the community still has to divide what arrives among its members according to its own statute, and that statute is written by people, not by software.

Four recurring jobs follow, none of which a design tool performs:

  1. Hourly shared-energy accounting. Matching member consumption to member production hour by hour, reconciling it against the official settlement, and explaining any difference.
  2. Distribution under the statute. Communities commonly reserve a share for the referent, a share for social purposes and a share for the plant owner before members see anything. Each variant is a different calculation.
  3. Member churn. People join, leave, move house and die. Every change alters the register, the perimeter check and the historical record you must not overwrite.
  4. Member communication. A community of forty households produces forty questions per settlement cycle unless the statement itself answers them. That workload is entirely predictable and almost never priced.

⚠️ Watch out

If you become the technical referent for a CER without a paid service contract covering settlement and member support, you have taken on twenty years of unpaid back-office work. Price it or decline the role.

One community can be run on the GSE settlement output plus a careful workbook, provided one named person owns it. Two or three communities is where that stops working and a platform, or a partnership with a gestore who already runs one, becomes the cheaper option. The ARERA rules on the perimeter and on measurement are the thing to check before you promise any member a number.

GSE Portal Work Is a Recurring Operational Cost

Nobody sells a licence for this layer and almost nobody budgets for it, which is why it quietly becomes the most expensive hour in an Italian solar business.

Every plant that reaches service generates portal work. Registration in the relevant GSE application, the Ritiro Dedicato request where the plant sells surplus, the technical data and documents the platform requires, and then the requests for integration that arrive weeks or months later and must be answered inside a deadline. None of it is difficult. All of it is exacting, deadline-bound and impossible to delegate to somebody who has not done it before.

Three practices separate firms that absorb this cheaply from firms that drown in it:

  1. One tracker, one owner, one status per plant. Whatever tool you already use for projects, add explicit GSE states: not started, submitted, integration requested, accepted. A plant with no state is a plant nobody is chasing.
  2. Capture the data once, at commissioning. Serial numbers, POD, inverter settings, meter readings and photos captured in a structured field record rather than reconstructed from a technician’s phone three months later.
  3. Diarise the follow-ups. Requests for integration have deadlines and missing one can cost the client an entire revenue stream, which then becomes your reputational problem rather than the portal’s.

Detrazione documentation follows the same discipline for a longer horizon. The tax deduction is claimed over ten annual instalments, and the Agenzia delle Entrate can ask for supporting evidence years after the work. That means the invoice, the payment traceability, the technical documentation and the declarations have to remain retrievable long after the project folder has been archived. Clients will ask you for a copy, because they will have lost theirs. Firms that keep a clean per-client archive turn that into a referral. Firms that do not spend a day reconstructing it for free.

Monitoring and O&M on an Ageing Italian Fleet

Italy has one of Europe’s older solar fleets, thanks to the Conto Energia years, and that history now dictates the monitoring layer.

For new work, the inverter brand decides it. Huawei, SolarEdge, Fronius and Zucchetti’s ZCS Azzurro cover most Italian rooftop installs and each ships a capable portal free with the hardware. For a single-brand residential fleet that is genuinely sufficient. The complication is inherited plants: an installer taking over maintenance of a 2011 Conto Energia array may find an inverter brand that no longer exists, a datalogger nobody supports and no production history at all. That is a retrofit decision, not a software decision, and it is usually solved by fitting new metering rather than by finding clever software.

What to insist on for Italian O&M:

  1. String-level comparison rather than zero-output alarms. The difference between catching a failing connector and finding it at the annual visit.
  2. Performance ratio you can defend. The argument with a client or a warranty provider happens in units of performance ratio, not kilowatt-hours, and it needs an irradiance reference you trust.
  3. Ticket continuity. An alarm has to become a scheduled visit with parts attached inside whatever field or gestionale tool your crews already open. A reasonable starting template for the visit is this annual maintenance checklist.
  4. CER awareness where relevant. In a community, an underperforming plant does not just cost its owner, it reduces shared energy for every member, so the alert has a wider audience than usual. The Stack an Italian Installer Should Actually Buy

Layer coverage is theory. Here is the prescription by business type, in euros. Each is two or three paid licences, never one and never six.

  1. Solo installatore, up to 3 jobs a month. OpenSolar free or a single SurgePV seat for design and preventivi, Fatture in Cloud for the mandatory electronic invoicing, and the inverter brand’s free monitoring portal. If you stay on free OpenSolar that is one paid licence and roughly €120 to €450 a year; adding a SurgePV seat takes it to about €1,850 to €2,200. Do not buy a gestionale yet.
  2. Residential installer, 10 to 20 jobs a month, two crews. SurgePV five seats for design, simulation and preventivi, Fatture in Cloud or a small gestionale for billing, and free inverter monitoring, with GSE work tracked explicitly inside the project tool. Two licences, roughly €6,000 to €7,500 a year. The discipline, not the licence count, is what changes the week here.
  3. Studio tecnico or geometra practice. The ACCA suite for design, computo metrico, capitolato and sicurezza, plus a single SurgePV seat where a client wants a modern visual proposal and a fast satellite layout, plus Fatture in Cloud. Two to three licences. ACCA publishes no list price for the suite, so that line is a quote rather than a budget figure, and only the SurgePV and Fatture in Cloud lines can be priced from published rates.   4. CER operator or referent. The GSE performs the official settlement, but dividing what arrives among members according to the community statute is a separate job. Platforms such as Regalgrid handle member registers, hourly shared-energy tracking, distribution rules and member statements. Design tools including SurgePV do not, and neither does a gestionale. One small community can be run on the GSE output plus a careful workbook with one named owner. Two or three communities is where a dedicated platform becomes cheaper than the hours.
