Real Decreto 244/2019 splits installations into sin excedentes, where an anti-export device prevents injection, and con excedentes, which splits again into simplified compensation and market sale. Under simplified compensation the surplus is credited monthly against the energy term of the bill, never against the fixed power term, never below zero, and never carried forward. The practical result is a hard cap on useful array size for any given consumption profile. A customer with a modest energy term reaches the point of zero marginal value far sooner than the roof area suggests, and selling them the extra four panels anyway is the fastest way to earn a bad review. Autoconsumo colectivo turns one document into many. Several consumers share one generation installation under a single CAU code while each keeps their own CUPS and their own supply contract, with production split by reparto coefficients that must allocate all output hour by hour. That makes the proposal a genuinely different artefact. It has to show each participant what they personally pay, what they personally save, and critically how much of their allocation is wasted because their own energy term ran out. A colectivo where the ground-floor bakery gets 30 percent of a midday peak it can use and the third-floor pensioner gets 30 percent she cannot is a badly negotiated reparto, and the only way anyone finds out before signing is if the proposal shows it per participant.
Municipal tax rebates change payback and nobody has the database. IBI, the property tax, can be reduced by up to 50 percent of the cuota integra where solar is installed, but only where the ayuntamiento has passed an ordenanza fiscal granting it, and the terms vary widely between towns. ICIO, the tax on the construction works, is separately reduced by a large majority of ayuntamientos. On a residential job these two can move payback by the better part of a year, which is more than most of the technical decisions in the same quote. They are also laborious: the answer lives in one municipality’s fiscal ordinance, not in a national table, and no proposal tool ships that database. Treat the rebate line as a manual lookup with a named source, or leave it out.
Legalisation belongs to the Comunidad Autonoma, not to you. Below the threshold your region sets, the installation is legalised with a memoria tecnica de diseno; above it, a full proyecto signed by a competent technician is required. Add the certificado de instalacion electrica, registration with the regional industry department, and then the contract change with the comercializadora before compensation actually starts appearing on the bill. Processing times differ substantially by region. A presupuesto that promises savings from a specific month, rather than from the month after the paperwork clears, is promising something a regional office controls.
The regulator and the tariff shape the argument. Access and connection through the local distribuidora follow rules supervised by the CNMC, and the customer’s tariff period structure decides which hours of production are worth most. Under a time-of-use residential tariff, midday self-consumption offsets the cheapest hours of the day, which is exactly why a proposal that quotes savings at a single blended cent-per-kWh figure flatters itself. If a template, calculator or competitor's quote still mentions the impuesto al sol, treat everything else in it as suspect. The charge on self-consumed energy was abolished in October 2018 by Real Decreto-ley 15/2018, and RD 244/2019 replaced the whole framework months later. - Is compensation capped against the monthly energy term? Not the total bill, not the annual figure, not a blended tariff. If surplus can drive the modelled bill toward zero and keep going, the tool will recommend an array size that earns nothing at the margin.
- Does the proposal show the point of zero marginal value? The most useful chart in a Spanish presupuesto is savings against kWp, flattening at the ceiling. A customer who sees that curve trusts the recommendation, and it kills the price objection about the cheaper competitor selling more panels.
- Can it produce one document for many participants? For a colectivo the output has to be per-CUPS: allocated production, usable compensation, wasted compensation and net saving for each participant, with hourly coefficients summing to 1.

Two honest observations before the detail. First, rows two and five are not licences you buy. What it does best. Otovo is a marketplace rather than a software vendor. It acquires the homeowner, standardises the quote and routes the job to a local instalador. In a Spanish residential market where customer acquisition cost has risen sharply and homeowners routinely collect three quotes, that is a real answer for a firm with spare crew capacity, and the standardised customer-facing document removes the proposal problem entirely.
Pricing. Commission on delivered jobs rather than a licence fee.
Who it suits. Instaladores whose constraint is lead flow rather than document quality.
Honest limitations. You are renting the customer relationship, not owning it. Pricing power sits with the marketplace, the quote is not yours to differentiate, and margin per job is thinner than direct work. 3. Spanish presupuesto and CRM suites
What it does best. 4. OpenSolar
What it does best. A free core design and proposal product funded by hardware referral margin, with a large template library, broad integrations and a short path to a usable quote. For a small Spanish residential team the cost of entry is zero.
Pricing. The core platform is free, for any number of users. OpenSolar has said that API Access, charged per project on creation, and Connectors, charged as a flat monthly fee, become chargeable from 16 April 2026, but it has not published those rates and they vary by geography. So a five-seat Spanish team pays nothing today and cannot yet be quoted a 2026 add-on figure. Nothing else on this list is cheaper.
Who it suits. Solo instaladores and new entrants whose volume does not justify a licence.
Honest limitations. The Spanish layer is shallow. The coupling between the software and the financing product is the point, and it converts well in a market where a large share of households will not write a five-figure cheque.
Pricing. Internal. Not licensable to third parties.
Who it suits. Nobody outside those organisations, which is why the row belongs here: they set the expectation your presupuesto is measured against.
Honest limitations. As a buying option this row is empty. The practical lesson for an independent instalador is that a capital-sum quote loses to a monthly-payment story on framing before it loses on price, so your proposal tool needs a financing view and a clear statement of who handles the legalisation.
6. Aurora Solar
What it does best. Aurora produces one of the most polished sales documents in the category, with strong automated design, good storage modelling and a workflow refined against enormous US residential volume. On presentation quality alone it is hard to beat.
Pricing. Aurora publishes US dollar prices: Basic US$135 per user per month billed annually and Premium US$220, which is about EUR 123 and EUR 200 at EUR 0.91 per dollar. Five Premium seats come to US$13,200 a year, roughly EUR 12,012, and five Basic seats to US$8,100, roughly EUR 7,371. Plan sets are a separately priced service rather than a plan inclusion, and LIDAR modelling, bankable shade reports and battery modelling sit on Premium.
Who it suits. International groups extending into Spain with Aurora templates and training already in place.
Honest limitations. The Spanish layer is thin. No RD 244/2019 branching, no compensacion ceiling, no reparto coefficients, no municipal rebate handling, so your team rebuilds all of it inside the template and maintains it forever. What it does best. Speed. Solargraf is built for residential sales teams that need a decent quote out the same day, with e-signature and a light learning curve, so new salespeople become productive in days rather than weeks.
Pricing. Solargraf prices by plan rather than by seat, in US dollars: Starter US$2,799 a year covering 240 projects and 2 users, rising to Enterprise US$12,999 for 1,500 projects. API access is US$4,000 a year on every plan except Enterprise. At EUR 0.91 per dollar that is roughly EUR 2,547 to EUR 11,829.

What it does best. CYPE is a Spanish engineering software house from Alicante, and CYPELEC REBT calculates low voltage installations directly against the Reglamento Electrotecnico para Baja Tension, producing the calculations, schedules and documentation a Spanish proyecto needs in the format the regional industry office expects. Your presupuesto promises a legalisation pack; this is where that pack comes from. The comparable Spanish alternative is dmELECT.
Pricing. CYPE publishes prices in its own shop. CYPELEC BASIC lists at EUR 1,300 and CYPELEC ADVANCED at EUR 2,900. Separately, CYPE sells the CYPE one subscription at EUR 89 a month on the PRO plan and EUR 125 a month on MAX. CYPE’s pages do not state whether the standalone module prices are perpetual or term licences, and the improvements contract that keeps a licence current is priced separately, so confirm both points with sales before you budget a renewal.
Who it suits. Ingenierias and technical offices producing proyectos, memorias tecnicas and legalisation documentation.
Honest limitations. It is a calculation and documentation environment, not a proposal platform. No customer-facing document, no financial modelling of autoconsumo, no e-signature, no CRM. Nobody chooses CYPE instead of a proposal tool, they choose it alongside one, and that second cost is real money most comparisons forget to count.
9. PV*SOL premium
What it does best. Valentin Software’s PV*SOL is the technical reference many Spanish ingenierias already own, and its 3D shading walkthrough is the most persuasive shading explanation you can put in front of a sceptical customer. As an appendix to a commercial presupuesto, an estudio de produccion carries recognition a cloud tool cannot claim.
Pricing. PVSOL premium is a subscription, not a perpetual licence: EUR 845 per named user per year plus VAT, with standard PVSOL at EUR 585. Five named users therefore cost EUR 4,225 a year, which is meaningfully less than five SurgePV seats at EUR 5,900. Licences bought before 19 November 2024 remain usable indefinitely, but maintenance renewals on them ended on 1 October 2024.
Who it suits. Ingenierias and established instaladores whose commercial proposals ship with a technical yield report attached.
Honest limitations. It is simulation software, not proposal software. No white-label presupuesto, no e-signature, no CRM handoff, and its financial module is built around German feed-in logic, so the compensacion ceiling and colectivo reparto are outside it entirely. What it does best. Sunbase leads with CRM: pipeline, lead routing, follow-up and reporting, with proposal generation attached. If your bottleneck is sales process rather than document quality, that ordering is defensible.
Pricing. Sunbase publishes an entry point of US$59 per user per month, about EUR 54, and does not publish its higher tiers.
Who it suits. Sales-led firms that already have a design tool and need pipeline discipline.
Honest limitations. As a proposal engine it is the weakest here on engineering depth and Spanish compliance, and it assumes the design comes from elsewhere. The Numbers Behind a Spanish Proposal
Two lines get copied between templates and are wrong more often than any other: the municipal rebate and the surplus revenue.
Licence price is the wrong unit for a buying decision. At fifty presupuestos a month a bundled licence costs about ten euros per proposal, less than the fuel for one wasted site visit across a province. At ten a month it is nearer fifty euros, which still works if the tool removes a second licence or an hour of manual assembly per job. The bill cannot go negative and nothing carries into the following month, so once a customer’s monthly energy term is fully cancelled, every additional kWh of surplus earns exactly zero. A customer with a modest energy term reaches that point well before their roof runs out of space. A proposal that treats export as linear revenue will therefore recommend an array size that cannot deliver the payback it prints.
What makes an autoconsumo colectivo proposal different?
One document has to serve many participants. Each keeps their own CUPS and supply contract under a shared CAU, production is split by reparto coefficients that must allocate all output hour by hour, and each participant’s compensation is capped separately against their own energy term. The proposal must show per participant what they pay, what they save, and how much of their allocation is wasted. A single group savings figure hides the participant whose allocation exceeds what they can use, and that participant blocks the signature.
How much do IBI and ICIO rebates change a Spanish payback?
Enough to matter more than most technical decisions in the same quote. IBI, the property tax, can be reduced by up to 50 percent of the cuota integra, but only where the ayuntamiento has passed an ordenanza fiscal granting it, and terms differ widely between neighbouring towns. ICIO, the tax on the works, is separately reduced by a large majority of ayuntamientos. Because no proposal tool ships the municipal database, treat both as a manual lookup with the ordinance reference recorded in the document.
When can a Spanish proposal promise savings will start?
After legalisation, not after installation. Below the threshold set by the Comunidad Autonoma the route is a memoria tecnica de diseno, above it a full proyecto signed by a competent technician, plus the certificado de instalacion electrica, registration with the regional industry department, and the contract change with the comercializadora. Processing times vary substantially by region, so the presupuesto should name the route and make the savings start date conditional rather than quoting a fixed month.
Is the impuesto al sol still charged in Spain?
No. The charge on self-consumed solar energy was abolished in October 2018 by Real Decreto-ley 15/2018, and Real Decreto 244/2019 replaced the entire self-consumption framework in April 2019. Any proposal template, calculator or competitor quote still referencing it is at least seven years out of date, which usually means its distance limits, compensation rules and pricing assumptions are wrong as well. It is a fast test of whether the source in front of you is current.
How much does solar proposal software cost in Spain?
