Best Solar Proposal Software in Poland: Top 10 for 2026

The best solar proposal software in Poland is the one whose financial engine tells a Polish customer the truth. That sounds like a low bar. It is not. Poland ended net metering for new prosumers on 31 March 2022 and moved to net-billing, where surplus energy is sold at a market price and imported energy is bought back at the full retail tariff including distribution charges. Most proposal platforms sold into Poland were written for markets where the grid works as a free battery, and they quietly still behave that way. The result is a beautiful oferta showing a five year payback on a system that will actually take eight, and a customer who works this out on their first February bill. Across the ten platforms ranked below, the one that models Polish settlement honestly without a side spreadsheet is SurgePV at roughly PLN 4,700 (US$1,299) per user per year on the 5-User Team plan.

Direct answer. The best solar proposal software in Poland for 2026 is SurgePV, at about PLN 4,700 per user per year on the 5-User Team plan (PLN 23,500 for five seats). It values exports against hourly RCE market prices rather than one annual average, tracks the depozyt prosumencki with its 12 month expiry and refund cap, carries Mój Prąd and Czyste Powietrze grant lines, and produces a Polish-language oferta that survives a winter bill. PV*SOL remains the stronger technical yield annex.

The One Thing Imported Proposal Templates Get Wrong in Poland

Every other failure on this page is downstream of this one, so it goes first.

Net-billing is a sale and a purchase, not an exchange. Under net-billing the prosumer sells surplus energy at a market price and buys imported energy at the retail tariff, which carries the energy component plus distribution and system charges. The sale proceeds accumulate in a depozyt prosumencki, a prosumer deposit, which is then spent against future bills. A self-consumed kilowatt-hour is therefore worth roughly two to three times an exported one, and every honest Polish proposal is really an argument about self-consumption fraction. A template that offsets exports against imports one for one is not slightly optimistic. It is describing a scheme that closed to new entrants in March 2022.

The market price is hourly, and it collapses when you export. Prosumers who entered before 1 July 2024 settle against RCEm, a monthly average market price. Everyone since settles against RCE, the hourly market price, published in 15 minute intervals since 30 September 2025 by Polskie Sieci Elektroenergetyczne. This matters more than any other number in your proposal. A south facing unshifted array exports hardest between 11:00 and 15:00 in June, which is exactly when Polish midday prices sag toward zero and occasionally go negative. Applying one annual average price to every exported kilowatt-hour produces a number that is wrong in the customer’s favour, which is the expensive direction to be wrong in.

The deposit expires, and the refund is capped. Unused prosumer deposit is refunded in cash only up to 30 percent of the value of energy exported in a given month for prosumers on hourly RCE settlement, and 20 percent for those still on monthly RCEm. Anything above the cap simply expires after 12 months. The practical effect on a quote is blunt: on an oversized south facing roof, the last two kilowatts can be worth close to nothing, because the deposit they generate is never spent and never refunded. Proposal software that cannot show the deposit balance month by month cannot show the customer where their array stops paying.

One adjustment softens it. A correction coefficient of 1.23 applies to the value of energy fed into the grid from 1 February 2026, raising export income by 23 percent to compensate for the fact that a prosumer cannot reclaim VAT on the electricity they buy back. Tariffs and the coefficient are administered with the Urząd Regulacji Energetyki, and both have moved more than once since 2022, so verify before a 20 year cash flow leaves your office.

Micro-installations up to 50 kW connect by zgłoszenie to the local distribution operator, larger systems by wniosek o określenie warunków przyłączenia. Winter Is Where Polish Proposals Get Caught Out

Poland sits between roughly 49 and 55 degrees north, and the seasonal shape of its generation curve is brutal in a way that Mediterranean or Gulf templates never model.

A Polish array typically produces something close to a tenth of its June output in December. Meanwhile household demand peaks in exactly those months, because heating season runs from October to April and lighting load is highest when daylight is shortest. The mismatch is the honest heart of every Polish residential proposal. Summer generates far more than the house can use, at hours when RCE pays least. Winter uses far more than the roof can make, at the full retail tariff. Storage, heat pump load shifting and a domestic hot water diverter exist in the Polish market precisely to bridge that gap, and a proposal that does not model them is leaving the strongest available argument unmade.

Two modelling consequences follow. First, hourly generation against an hourly load profile is not a luxury in Poland, it is the minimum honest method, because a monthly energy balance hides the entire mismatch by averaging across it. Second, snow matters. A shallow pitch array in Podlasie or Małopolska can be covered for days at a time, and a tool applying a flat 2 percent annual soiling assumption to a Polish roof is representing dust in a country whose real loss mechanism is snow and low winter sun angle.

Mój Prąd, Czyste Powietrze and the Bundle That Actually Sells

Grants are not a footnote in a Polish proposal. They are usually the reason the customer is talking to you at all, and getting them wrong in a quote is a refund conversation later.

Mój Prąd. The NFOŚiGW programme currently pays in the region of PLN 7,000 for the photovoltaic installation itself, with separate lines for an energy storage system worth up to around PLN 16,000, heat storage around PLN 5,000 and a home energy management system around PLN 3,000. The design of the programme is deliberate: it pays far more for the things that raise self-consumption than for the panels. That is the state telling you, in złoty, what a good Polish system looks like under net-billing. A proposal that quotes only the PV grant line understates the customer’s support and undersells the storage attachment at the same time. Programme conditions sit with NFOŚiGW.

Czyste Powietrze. This is the bigger programme, worth up to roughly PLN 170,000 across a full retrofit, and it is where Polish PV most often sells as part of a package rather than alone. The critical eligibility rule is that photovoltaics of roughly 2 to 10 kW qualify only where the household is replacing an old solid fuel heat source, typically with a heat pump, alongside thermal retrofit work. Sell PV on its own to a Czyste Powietrze household and you have quoted the smaller programme. Sell the heat pump, the insulation and the PV as one package and the arithmetic changes completely, because the heat pump both unlocks the grant and creates the winter load that makes the array worth more. Ulga termomodernizacyjna. The thermal modernisation tax relief lets an owner of an existing property deduct qualifying expenditure, including PV and storage, from their tax base up to PLN 53,000 per taxpayer. For a two earner household that is a material second layer on top of the grant, and a surprising number of oferty never mention it.

The rule that matters across all three: the same cost item cannot be funded twice from different public sources. If the storage is claimed under Mój Prąd it cannot also be claimed under Czyste Powietrze. Proposal software that lets a salesperson stack every available grant line onto one quote without that constraint is manufacturing a promise your back office will have to withdraw.

Five Operators, Five Different Promises You Can Make

A proposal contains a date, and in Poland the date depends on which distribution operator the customer sits under.

PGE Dystrybucja, Tauron Dystrybucja, Enea Operator, Energa-Operator and Stoen Operator each run their own forms, portals, document requirements and lead times. Below 50 kW the connection is a zgłoszenie, a notification filed before energisation with the schemat and the inverter grid code certificate attached, after which the operator fits the bidirectional meter. Above 50 kW you need warunki przyłączenia issued before you build, and the timeline moves from weeks to months.

For the sales team that difference is everything. Under the threshold your salesperson can commit to a commissioning window in the proposal. Over it they cannot, and a proposal that promises one anyway creates a dispute. The second trap is the moc przyłączeniowa on the customer’s existing connection agreement, which caps what you can install without an amendment. It is the most common cause of a system being resized after signature, and it is a five minute check before the quote goes out rather than a two week problem after it.

Axis two is where the field collapses. Almost nothing outside the Polish-built tools shows a deposit balance at all, and a proposal that hides the deposit hides the reason an oversized array underperforms its quote.

Say the uncomfortable part out loud before the detail. Two of the desktop tools here are cheaper for a five-person team than our own licence. Five PVsyst seats are CHF 3,500, about PLN 15,750, and five named PV*SOL premium users are EUR 4,225, about PLN 17,950, against PLN 23,500 for five SurgePV seats. OpenSolar’s core platform is free. And Aurora Basic at US$1,620 a year sits below a SurgePV Individual seat at US$1,899. What those tools do not do is produce a Polish oferta with the deposit modelled, which is the argument this page actually rests on, but they are not more expensive and we are not going to say they are.

Read positions six and ten as annexes rather than as proposal tools. Neither produces a customer-facing document, and both appear here because on the right project the quote does not get taken seriously without one attached.

1. SurgePV

What it does best. SurgePV treats Polish settlement as a first-class model rather than a currency setting. Exports are valued against hourly RCE prices with the 1.23 correction coefficient applied, so a June midday kilowatt-hour and a February afternoon kilowatt-hour are not priced the same. The depozyt prosumencki appears as a running balance across the year with the 12 month expiry and the refund cap applied, which turns the awkward conversation about array size into a chart the customer can read. Legacy prosumers on RCEm can be modelled separately, which matters when you are upgrading an existing 2021 installation and the customer wants to know whether adding panels moves them onto a worse basis.

Grants are carried as structured lines rather than as a free text discount: the Mój Prąd PV, storage, heat storage and EMS amounts, the Czyste Powietrze package where the heat source replacement makes PV eligible, and the ulga termomodernizacyjna as a separate tax layer. The output is a Polish-language oferta with an itemised zestawienie materiałów, named module and inverter with certificates attached, the distribution operator and connection route stated on the front page, and e-signature. Behind it sits the same 8,760-hour module-level shading and P50 and P90 modelling described in our Poland design software ranking, so the yield number in the quote is the yield number from the design rather than a rounded retype.

Pricing. About PLN 4,700 (US$1,299) per user per year on the 5-User Team plan, roughly PLN 23,500 for five seats, with an individual tier near PLN 6,900. Free trial, no card.

Who it suits. Polish installation firms and EPC contractors sending five or more oferty a month, particularly those selling storage or heat pump packages where self-consumption is the argument.

Honest limitations. Four real ones. First, SurgePV files nothing: no zgłoszenie, no operator form set for PGE, Tauron, Enea, Energa or Stoen, and no Mój Prąd application, so the paperwork remains a human job and the tool only makes the document that precedes it. Second, the Polish-language templates are good but not native-authored, and an experienced Polish salesperson will rewrite phrasing on the first pass rather than shipping the default. Third, it is not a CRM: no lead routing, no follow-up sequencing, no call recording, so if your leak is between site visit and signature rather than inside the document, this licence does not fix it. Fourth, it does not integrate with Polish wholesaler stock feeds, so the priced zestawienie materiałów can quote a module your distributor cannot supply this month, which is exactly the problem the Polish-built quoting suites solve better. At three oferty a month the licence is not justifiable and OpenSolar’s free core is the honest recommendation.

2. Polish wholesaler quoting suites

What it does best. A cluster of Polish-built quoting tools and wholesaler configurators, including the partner portals run by the large domestic PV distributors, exist to produce documents that look the way Polish customers expect. Correct VAT treatment, native oferta structure, a zestawienie materiałów priced against stock that is genuinely in a Polish warehouse this week, and Mój Prąd wording that matches the programme documentation. For a firm whose margin dies in procurement mismatches rather than in modelling, these remove more cost per złoty than anything else here.

Pricing. Broadly PLN 200 to 600 per user per month depending on vendor and modules taken, and some wholesaler portals are free to trading partners.

Who it suits. Installers doing residential and small commercial work who buy through one or two Polish distributors and value stock accuracy over simulation depth.

Honest limitations. Settlement modelling is usually simplified, deposit mechanics are rarely shown, shading is light or absent, and the vendor field is fragmented enough that support quality varies a lot. The commercial tie to a distributor is real: the tool is cheap because it wants your purchase order.

3. Aurora Solar

What it does best. Aurora produces arguably the most persuasive residential sales document in the category, with strong automated design, good storage modelling and a workflow polished against enormous residential volume elsewhere.

Pricing. Aurora publishes US dollar prices: Basic US$135 per user per month billed annually and Premium US$220, or US$159 and US$259 billed monthly. That is US$1,620 to US$2,640 a year, roughly PLN 5,830 to PLN 9,500 at PLN 3.6 to the dollar. Five Basic seats are US$8,100, about PLN 29,200, and five Premium US$13,200, about PLN 47,500. Plan sets are a separately priced service rather than a plan inclusion, and LIDAR modelling, bankable shade reports and battery modelling sit on Premium.

Who it suits. International groups extending into Poland with Aurora templates and training already in place.

Honest limitations. The Polish layer is thin. No hourly RCE valuation, no prosumer deposit, no Mój Prąd or Czyste Powietrze structure, so your team rebuilds all of it inside the template and then maintains it. Premium is the most expensive cloud seat here, and in a market where margin pressure after the 2022 slowdown persists, a PLN 47,500 annual software bill for five Premium seats is a board conversation. Basic, at about PLN 5,830 a seat, is not: it costs less than a SurgePV Individual licence, and if a polished residential document is all you need, that is a real saving. 4. OpenSolar

What it does best. A free core quoting and proposal product funded by hardware referral margin, with a large template library, e-signature and a community that has already answered most questions. For a small Polish team the cost of entry is zero.

Pricing. The core platform is free, for any number of users. OpenSolar has said that API Access, charged per project on creation, and Connectors, charged as a flat monthly fee, become chargeable from 16 April 2026, but it has not published those rates and they vary by geography, so no Polish add-on figure can honestly be quoted yet.

Who it suits. Solo installers and new entrants doing fewer than three jobs a month.

Honest limitations. No net-billing settlement model, no deposit tracking, no Polish grant structure, and the financial engine defaults to assumptions that flatter a Polish quote. 5. Enact

What it does best. Financing narrative. Enact is built to present a system as a monthly figure against a rising electricity bill, which converts better than a capital sum in any market where households borrow to install. In Poland, where bank and NFOŚiGW-linked lending routes are a normal part of the conversation, that framing is worth real money.

Pricing. US$279 a month for 2 users on an annual commitment, or US$299 billed monthly, so US$3,348 a year for the pair, about PLN 12,050 or roughly PLN 6,025 a seat. Commercial projects are capped at 10 a month, and the Asset Management and enterprise tiers are not publicly listed.

Who it suits. Sales-led residential firms whose customers ask about instalments before they ask about kilowatt-hours.

Honest limitations. The engineering behind the number is lighter than the design-led tools, Polish settlement is generic, and there is no deposit model. A persuasive monthly payment built on an optimistic export value is a complaint deferred, not avoided.

6. PV*SOL premium

What it does best. PV*SOL from Valentin Software is the technical yield reference many Polish design offices already run, with detailed 3D shading, thermal behaviour and component-level simulation. As an annex to a commercial oferta it carries recognition no cloud tool matches.

Pricing. PVSOL premium is a subscription, not a perpetual licence: EUR 845 per named user per year plus VAT, about PLN 3,600 at PLN 4.25 to the euro, with standard PVSOL at EUR 585. Five named users therefore cost EUR 4,225 a year, roughly PLN 17,950, which is meaningfully less than five SurgePV seats. Licences bought before 19 November 2024 remain usable indefinitely, but maintenance renewals on them ended on 1 October 2024.

Who it suits. Design offices and consultancies whose deliverable includes a technical yield report.

Honest limitations. It is simulation software, not proposal software: no branded customer document, no e-signature, no grant lines, no deposit model, no CRM handoff. Desktop based, with a real learning curve. Most firms that use it well pair it with something else for the commercial document, as covered in our PVsyst alternative comparison of the same trade-off.

7. Solargraf

What it does best. Speed. Solargraf gets a decent residential quote out the same day, with e-signature and a light learning curve, so new salespeople become productive in days.

Pricing. Solargraf does not sell seats. It prices by plan in US dollars: Starter US$2,799 a year covering 240 projects and 2 users, up to Enterprise US$12,999 for 1,500 projects, with API access a further US$4,000 a year on every plan except Enterprise. That is roughly PLN 10,100 to PLN 46,800, appreciably more than the per-seat figure this page previously carried.

Who it suits. High volume residential operations where turnaround beats depth.

Honest limitations. Shading and yield modelling are lighter than the engineering-led tools, Polish tariff and settlement handling is generic, and commercial capability is limited. It will not carry a Czyste Powietrze package sale.

8. QuickEstimate

What it does best. Quotation joined to follow-up. Lead capture, quote generation, pipeline stages that match how a rooftop deal actually moves, and chat-based chasing rather than email sequences. If your problem is that quotes go out and nobody calls back, this is the cheaper fix.

Pricing. Around PLN 1,600 per user per year. The evaluation criteria are set out in the guide to writing a solar proposal.

Who it suits. Sales-led firms that already design elsewhere and need pipeline discipline.

Honest limitations. It does not design and it does not model net-billing. Its quotation is a commercial document rather than an engineering one, so it belongs beside a design engine rather than instead of one.

9. Zoho CRM plus Zoho Sign

What it does best. The cheapest defensible stack on the page. Custom fields hold the solar-specific data, templates produce a tidy quote, Zoho Sign closes it, and the whole thing costs about a tenth of Aurora.

Pricing. Zoho publishes its rates in US dollars. Zoho CRM Standard is US$14 per user per month billed annually and Zoho Sign Standard is US$10, so US$24 per user per month, US$288 a year, before local tax. That is roughly PLN 1,040 per user per year, approximate, at PLN 3.6 to the dollar. Higher tiers cost more: Zoho CRM runs to US$52 per user per month on Ultimate and Zoho Sign to US$16 on Professional.

Who it suits. Small Polish firms with a capable administrator and an outsourced design partner.

Honest limitations. It knows nothing about solar and never will. Every concept is a field you build and maintain, there is no yield logic, no settlement model and no equipment database. An unconfigured Zoho is an expensive contact list.

10. PVsyst

What it does best. The simulation engine Polish banks and independent engineers name on farm-scale projects. The loss diagram is the artefact due diligence teams want to read, and above 1 MW the quote is not credible without one.

Pricing. PVsyst prices in Swiss francs and sells an annual subscription rather than a perpetual licence: CHF 700 per user per year on the Professional plan, about PLN 3,150. Education is CHF 420, Training and Research CHF 560, and PVsystCLI CHF 3,000. Group discounts run 5 to 20 percent by quantity, so five seats are about CHF 3,500, roughly PLN 15,750, before any discount. That is less than five SurgePV seats.

Who it suits. Farm-scale developers, technical due diligence and consultancies.

Honest limitations. No proposal generation, no grant lines, no settlement model, no CRM, desktop only. It contributes an appendix, not a document.

Cost Per Finished Proposal, in Złoty

Licence price is the wrong unit. What matters is cost per proposal a customer signs, and that changes the ranking by volume.

At fifty oferty a month a bundled PLN 23,500 five-seat licence costs about PLN 39 per proposal, which is less than the fuel for one wasted site visit across the country. At ten a month it is roughly PLN 196, still defensible if the tool removes a second licence or an hour of manual assembly per job. At three a month it is around PLN 650 per proposal and the honest recommendation is the free core plus a spreadsheet you actually understand. Margin in Polish residential PV tightened materially after the 2022 settlement change, which is why total cost of ownership is a genuine selection criterion here in a way it is not in Germany. Proposal Mistakes That Cost Polish Installers Money

    Still quoting net metering arithmetic. If the savings line offsets exported kilowatt-hours against imported ones, the document describes a scheme that closed in March 2022 and the customer finds out in month four.

    Applying one average RCE price to every exported unit. Midday summer export earns least, and that is when an unshifted array exports most. Hourly valuation is the only method that survives the first annual reconciliation.

    Ignoring the deposit refund cap. Deposit above 30 percent of monthly export value expires after 12 months, so the last two kilowatts on an oversized roof can be worth almost nothing. Selling them anyway is selling a number you cannot deliver.

    Stacking grants that cannot be stacked. The same cost item cannot be funded twice from public sources. A quote claiming Mój Prąd and Czyste Powietrze on the same storage unit will be corrected downward after signature.

The weighting is deliberate: the state pays more for the components that raise self-consumption than for the panels. Confirm the current edition’s amounts and eligibility with NFOŚiGW before they enter a customer document.

When does Czyste Powietrze cover photovoltaics?

Only as part of a heat source replacement. Photovoltaics of roughly 2 to 10 kW qualify where the household is replacing an old solid fuel heat source, typically with a heat pump, alongside thermal retrofit work, within a programme worth up to roughly PLN 170,000 in total. Selling PV alone to such a household quotes the smaller programme and misses the package. The same cost item cannot be funded from two public sources, so storage claimed under Mój Prąd cannot also be claimed here.

Do Polish distribution operators differ enough to matter in a quote?

Yes, on timeline and paperwork. PGE Dystrybucja, Tauron Dystrybucja, Enea Operator, Energa-Operator and Stoen Operator each run their own forms, portals and lead times. Up to 50 kW the connection is a notification filed before energisation, and the operator fits the bidirectional meter. Above 50 kW you need connection conditions issued before construction, moving the timeline from weeks to months. Name the operator and the route on the proposal so any promised date is visibly conditional.

Because generation and demand move in opposite directions. A Polish array produces roughly a tenth of its June output in December, while household demand peaks across the October to April heating season. A monthly energy balance hides that mismatch by averaging across it, and an annual savings figure built that way flatters the quote. Hourly generation against an hourly load profile is the minimum honest method, and it is also the argument that sells storage, a heat pump or a hot water diverter.
