Factory rooftop solar for Pandesara GIDC.
Dyeing and printing houses in Pandesara GIDC burn fuel for heat but buy every pump, blower and motor unit from the grid. A plant on your own shed cuts those daytime units. We work from Mota Varachha, a few kilometres across the city, as an authorised channel partner of Adani for modules, with Qbits inverters.

The short answer
Units in Pandesara GIDC buy power from DGVCL, which has its own Pandesara sub-division office, so rooftop solar goes through DGVCL's approval process. A 100 kW plant on a clean, unshaded shed makes about 400 to 450 units a day, or 1.46 to 1.64 lakh a year. Factories get no PM Surya Ghar subsidy, but can claim 40% accelerated depreciation. Plants above 25 kW are priced after a load study.

Pandesara GIDC: a textile processing estate inside Surat city
Pandesara is a GIDC estate on the southern edge of Surat city, between Udhna and Sachin. Its reputation rests on wet processing of cloth, which shapes both the electrical load and the condition of the roofs.
The MSME Development Institute's brief industrial profile of Surat district is published on the district website. Citing GIDC Surat, it lists Pandesara with 218.27 hectares developed and 547 plots, nearly all of them allotted. That is an older snapshot, but it gives the scale: a dense estate of mid-sized plots rather than a few large campuses. Wikipedia places the area inside the Surat Municipal Corporation limits, about 10 km from Surat railway station, next to Udhna, Sachin and Althan, along the Udhna to Palsana industrial belt.
The Surat District Human Development Report, also hosted on surat.nic.in, notes dyeing and printing units in the Pandesara area and records air pollution from the textile and chemical works nearby. Both points matter on a roof. Processing houses run long days on pumps and motors, and the same air that carries stack soot settles a film on glass.
We do not name businesses in the estate, and no official source we read lists them as our customers. What we can do is size a plant to your own bill, your own shed and your own sanctioned load.
Jet and winch dyeing machines
The heat comes from a boiler or thermic fluid heater, but circulation pumps, reel drives and dosing pumps run on grid power for the whole batch cycle. That load starts in the morning shift and holds through the afternoon, which lines up well with rooftop generation.
Printing, drying and stenter lines
Rotary and flatbed printing tables, dryer fans and stenter motors draw steady power while cloth moves. Burners heat the chambers, but the blowers and chain drives are electric. Daytime runs on these lines are where a plant's output is used on the spot.
Effluent treatment and water handling
Wet processing needs pumps to bring water in and aerators or blowers to treat effluent before discharge. Aeration often runs around the clock, so solar covers its daytime share. We read that base load separately, because it sets the floor of what your plant can feed directly.
Compressors, chillers and finishing rooms
Pneumatic controls, folding and packing areas, and any air-conditioned colour lab add a smaller but steady draw. These loads peak in hot months, when panels produce most, so they absorb generation that might otherwise be exported on a slow production day.
Reading the case in units, not rupee promises
A dyeing house buys a lot of electricity in daylight, which is the right shape for solar. We still will not print a saving here, because your tariff category, demand charges and production days decide it.
Count what you use between morning and late afternoon. A clean, unshaded roof in Surat gives 4 to 4.5 units per kW each day across the year. So a 50 kW plant yields roughly 73,000 to 82,000 units annually, and a 200 kW plant about 2.92 to 3.29 lakh. Compare that with the daytime portion of your consumption. In a unit that runs batches through the day, most of the output is used inside the plot.
Your connection limits the size. DGVCL sanctions a rooftop plant against your existing contract demand or sanctioned load, and the roof must also hold the array clear of chimneys and ventilators. Solar lowers the units you draw, yet your recorded peak demand can still fall in an overcast hour or a night batch. Treat lower energy units as the dependable gain. Steam and hot oil are fuel costs, which panels do not touch.
Tax replaces the household subsidy. PM Surya Ghar covers homes, not factories. Your firm can instead claim 40% accelerated depreciation on solar power generating systems, as listed in Appendix I of the Income Tax Rules. From 22 Sep 2025, solar equipment carries 5% GST and services 18%, with services taken as 30% of a turnkey contract, so the mix works out near 8.9%. For reference, a 25 kW system in Gujarat sits in an indicative band of ₹10.75 lakh to ₹13.50 lakh, roughly ₹43,000 to ₹54,000 per kW. Anything larger is priced only after we have studied your load, since structure, cable length and metering move the cost.
| Plant size | Units a year |
|---|---|
| 25 kW | 36,500 – 41,063 |
| 50 kW | 73,000 – 82,125 |
| 100 kW | 1,46,000 – 1,64,250 |
| 250 kW | 3,65,000 – 4,10,625 |
| 500 kW | 7,30,000 – 8,21,250 |
Indicative installed cost at 25 kW: ₹10.75–13.50 lakh (market range, not a quotation). Larger plants are priced after a load study of your bills and roof.

Building on an older processing shed
Pandesara roofs face three problems most estates do not: decades of service, a dirty atmosphere and roof clutter from stacks and exhausts. The design answers each one before any panel is ordered.
Roof condition, sheet type and shading
Many sheds here have stood for a long time, and some carry asbestos-cement sheets that cannot be walked on or drilled casually. We record the sheet type, purlin sizes and corrosion, then map shadows from chimneys, exhaust fans and ventilators. If the roof needs replacing, we say so before you spend on panels.
Corrosion protection and soiling
Air near dyeing and chemical works attacks bare steel and leaves a sticky film on glass. We specify hot-dip galvanised or aluminium mounting, stainless fasteners and sealed penetrations. Cleaning is scheduled more often than on a clean-air roof, using soft or treated water so hard borewell water does not leave scale.
Panel interface, protection and DGVCL papers
Qbits inverters sit close to the main LT panel to keep cable runs short. The single-line diagram covers isolators, surge protection, earthing and the meter positions DGVCL expects. On an HT supply the plant ties in behind your transformer, and the drawing shows exactly where, for the licensee's engineer to check.
Approvals: who does what.
DGVCL must approve and inspect the plant before it runs in parallel with the grid. We handle the file end to end and you sign only what you have read.
Bill review, survey and drawings
We take twelve months of bills, your sanctioned load and supply voltage, survey the shed, and draw the layout and single-line diagram. Errors here cause the longest delays, so we check them twice before filing.
UsApplication to DGVCL
The application goes in with your consumer number, plant capacity, diagram and equipment data. DGVCL reviews it against your connection and the local network, then approves it or returns comments for correction.
Us, then DGVCLInstallation and safety records
We build to the approved drawing and compile earthing readings, insulation tests and protection settings. Where your plant size calls for Electrical Inspectorate clearance, we prepare that submission and follow it through.
UsLicensee inspection and meters
DGVCL's engineers inspect the work and fit or test the meters the plant needs. After that the plant is energised and its units start showing on your bill. One of our engineers attends the visit to answer questions.
DGVCLThree ways to fund the plant.
Processing units differ in cash flow and tax position, so choose the payment route after a word with your accountant.
Pay from the balance sheet
The firm owns the plant and claims 40% accelerated depreciation from the year it starts working. This route suits a profitable unit that pays tax and can spare the capital. Every unit generated is yours, and an annual maintenance contract keeps cleaning and inverter checks on schedule.
Term loan or equipment finance
Banks and NBFCs fund rooftop plants for MSMEs, and ownership still stays with you for depreciation. We hand over the quotation, bill of materials and output estimate a lender asks for. Rates and tenure are set by the lender, so compare the total cost across offers.
Third-party ownership (OPEX)
An investor owns the plant on your roof and bills you for the units it supplies. You avoid the upfront spend but cannot claim depreciation. Check the term, buy-out price, roof access and what happens if you sell or relocate, because those clauses outlive most production plans.
How the project runs.
From the first call to a running plant takes five steps, and you see each document before DGVCL does.
Where we work from
Heaven Green Energy's only office is at Mota Varachha in Surat, and Pandesara lies within the same city. Surveys, site supervision and the DGVCL inspection visit are handled by our own Surat engineers, not handed to an outside contractor. If a project ever needed a partner, you would hear it from us before signing.
Bill check · Day 1
You send recent bills and plot details. We look at supply voltage, sanctioned load and daytime use, and tell you honestly whether a survey is worth your time.
Site survey · Week 1
Our engineer inspects the sheets, purlins, stacks, exhausts and main panel. For batch-driven units we may log the load for a few days to see the real pattern.
Design and quotation · Week 2
You get the layout, single-line diagram, itemised bill of materials and expected output in units. The price is built from this design, never from a standard rate.
Approval and build · Weeks 3 to 8
We file with DGVCL, source Adani modules and Qbits inverters, and install in stages so dyeing batches and printing runs are not interrupted.
Commissioning and upkeep · After approval
After DGVCL's inspection the plant is switched on. You receive test records and warranties, monitoring goes live, and the cleaning and maintenance visits begin.
What businesses say after a year.
Plants we have built for factories and businesses, each labelled with the city where it stands. None is in Pandesara GIDC, and we make no claim that it is.
150 kW at our textile factory dropped power costs by 68%. The ROI calculation they provided was spot-on, break-even under 4 years.
Commercial · Surat · 150 kW
250 kW industrial system on our chemical plant. Generation has been 8% above estimate every month. Their O&M team is responsive.
Industrial · Bharuch · 250 kW
Our showroom AC bills used to be ₹38k/month. After 25 kW solar, it's ₹3,500. 25-year warranty paperwork was registered same day. Smooth experience.
Commercial · Ahmedabad · 25 kW
Six things to check with any vendor.
- Pandesara GIDC is served by DGVCL, which lists a Pandesara sub-division office on Surat to Navsari Road. Torrent Power covers only part of Surat city, so check the licensee printed on your bill.
- A 100 kW plant makes about 400 to 450 units a day, or 1.46 to 1.64 lakh units a year, on a clean roof.
- Solar offsets the electric load of pumps, drives, blowers and aerators. It does not replace boiler fuel or thermic fluid heating.
- Older sheds, possible asbestos-cement sheets and stack shadows make the roof survey the deciding step.
- Soot and chemical air call for galvanised or aluminium frames, stainless fixings and more frequent cleaning.
- Factories claim 40% accelerated depreciation, not PM Surya Ghar, and GST on a turnkey plant blends to about 8.9%.
