Gwalior is supplied by Madhya Pradesh Madhya Kshetra Vidyut Vitaran Company Limited (MPMKVVCL), the Central Discom, registered at Nishtha Parisar, Govindpura, Bhopal and operating through portal.mpcz.in. Its licence area covers the Bhopal, Narmadapuram, Gwalior and Chambal commissionerates. That is why a Gwalior rooftop file is a Bhopal-headquartered company's file, even though every officer you meet sits in Gwalior. Madhya Pradesh runs three distribution companies, legally separate, with separate portals and separate queues. MPPKVVCL, the West Discom, covers Indore, Ujjain and Ratlam. MPPoKVVCL, the East Discom, covers Jabalpur, Rewa and Sagar. Neither has any authority over a Gwalior connection.
Commercial terms come from the Madhya Pradesh Electricity Regulatory Commission (MPERC), not from the discom and not from an installer. Under the MPERC framework your system is capped at your sanctioned load, and every consumer category is permitted to apply. Exported units are credited against units you later import rather than paid out as cash. If you want a bigger array, raise your sanctioned load first. It is an ordinary MPMKVVCL application and far cheaper than replacing an undersized system in year three.
The practical consequence of the three-way split is that your division office, your inspecting engineer and your escalation route are all MPMKVVCL's, reached through portal.mpcz.in and its rooftop portal. Guidance written for an Indore installation, right down to office addresses and processing habits, does not carry over to Gwalior. We file with the correct licensee on day one.
