Bhavnagar is Paschim Gujarat Vij Company Limited territory. PGVCL was incorporated in 2003 and began distribution in April 2005 as one of four Gujarat Urja Vikas Nigam subsidiaries, covering Saurashtra and Kachchh across twelve districts including Bhavnagar. It runs a zonal office in Bhavnagar itself, with city division offices in town, so your file is processed locally rather than from Ahmedabad.
Getting the licensee right matters more than it sounds. Gujarat has four state distribution companies plus a private licensee, and they do not share forms, portals or timelines. DGVCL covers south Gujarat around Surat. MGVCL covers the central belt around Vadodara. UGVCL covers the north. Torrent Power is a private licensee in Ahmedabad, Gandhinagar and Surat city. None of them touches Bhavnagar. If a vendor sends you a Torrent net-metering form, they have not read your bill.
The framework itself comes from the Gujarat Electricity Regulatory Commission. GERC allows every consumer category to apply, caps the sanctioned solar capacity against your sanctioned load, and sets how exported units are credited against imported ones on the billing cycle. Units you send to the grid at noon offset units you draw at night, so the meter, not a battery, does the storing.
