Solar panel installation in Porbandar.

A Porbandar roof gets strong sun and constant sea air, so the system must be sized for one and built for the other. Heaven Green Energy is an authorised channel partner of Adani and a PM Surya Ghar empanelled vendor. We read your PGVCL bill, design a coast-grade install, file net metering and claim the ₹78,000 subsidy.

The short answer

A 3 kW rooftop solar system in Porbandar costs roughly ₹1.80 lakh to ₹2.25 lakh before subsidy. Once the ₹78,000 PM Surya Ghar amount is credited, the cost falls to ₹1.02 lakh to ₹1.47 lakh. It produces 4 to 4.5 units per kW per day. Paschim Gujarat Vij Company Limited (PGVCL) processes net metering through its Porbandar circle, and a home system usually repays itself in three and a half to five years.

These figures are indicative Porbandar market ranges for 2026, not a Heaven Green quotation. They assume Tier-1 modules, a branded inverter, a galvanised structure, protection gear and installation on a reachable roof. A sea-facing site may need a heavier coating specification, which we price in writing at survey. Subsidy figures are the central PM Surya Ghar amounts from pmsuryaghar.gov.in. Generation assumes an unshaded roof facing roughly south.

Read the units line, not the total. Your PGVCL bill shows units consumed and an amount payable. Size the system on units, because the rupee figure also carries fixed charges and fuel adjustment that a solar array does not touch. Bring three or four bills if you can, since a Porbandar household that runs ACs from April to October will look very different in January.

Why 3 kW sits at the sweet spot. The central scheme pays ₹30,000 per kW for the first two kilowatts and ₹18,000 for the third. Nothing more is paid beyond 3 kW. On a 3 kW system the subsidy covers about a third of the price; on 10 kW it covers far less in proportion. If your bill is on the border between two sizes, the smaller one often gives the better return per rupee.

On the coast, the hidden cost is corrosion. Two quotes for the same kW can differ by a lakh. In a sea town the gap usually sits in the structure coating, the grade of nuts and bolts, the cable and the earthing. Ask for a Bill of Materials naming make, model and quantity for every item, including fasteners. A cheaper quote with plain steel bolts will show rust streaks within a couple of monsoons.

Why there is no rupee saving in that table

We have left a rupee-saving column out of the table on purpose. What a solar unit saves you depends on your own tariff slab and connection type. A domestic meter in Bhojeshwar Plot is billed differently from a shop on M G Road or a workshop in the GIDC. At the free survey we take your actual PGVCL bills and work out the saving with you, line by line, so the number you see belongs to your connection. Prefer to work it out yourself first? Put your bill into our solar savings calculator. No phone number required.

PM Surya Ghar Muft Bijli Yojana

₹78,000

Maximum central subsidy for a residential rooftop system.

  • ₹30,000 per kW for the first 2 kW
  • ₹18,000 for the 3rd kW
  • Nothing paid above 3 kW
  • Credited directly to your bank account
  • We file the entire claim for you
How the subsidy works

Five steps, and we run four of them.

Porbandar gets the same PM Surya Ghar money as every other Indian town, no more and no less. The state adds no top-up. What is local is the paperwork route, which runs through PGVCL and the Porbandar circle.

1

Register with your PGVCL consumer number

Registration happens on pmsuryaghar.gov.in using the consumer number from your bill, your mobile number and Aadhaar details. We check that the name and address match PGVCL's records first, because a mismatch after a house sale or inheritance is what holds up older Porbandar connections.

2

Feasibility from PGVCL, then vendor selection

PGVCL reviews your sanctioned load and the local transformer, then approves feasibility. You select an empanelled vendor on the portal. Heaven Green is on that list, so the application links to us directly.

3

Installation only after approval

Nothing goes on the roof until feasibility is approved, because an early installation can disqualify the claim. We then fit Adani modules with recorded serial numbers and Qbits inverters, and give you the Bill of Materials and warranty papers at handover.

4

PGVCL inspection and the new meter

An officer from your PGVCL sub-division inspects the system and a bidirectional meter is fitted. The commissioning report then appears on the portal. Our engineer is present for the inspection to answer technical questions on site.

5

Subsidy paid into your bank account

We submit the claim as soon as commissioning is recorded. The central government pays the amount directly into the bank account linked to your application. It never routes through the installer, so be wary of any vendor who asks you to sign it over.

If you are a business, this section does not apply

PM Surya Ghar covers residential connections only. A fish processing unit, an ice factory, a hotel or a shop in Porbandar cannot claim it. Businesses claim accelerated depreciation on the solar asset instead, and for a profitable firm that tax benefit is often worth more than the household subsidy.

PGVCL (Paschim Gujarat Vij)

Net metering: who you actually file with.

Porbandar is PGVCL territory, and the file goes to PGVCL's Porbandar circle. Get that right on day one and the rest of the process is routine.

Power in Porbandar and Chhaya, and in the villages of Porbandar, Ranavav and Kutiyana talukas, is distributed by Paschim Gujarat Vij Company Limited (PGVCL). PGVCL is the state-owned GUVNL company for Saurashtra and Kutch, with its corporate office in Rajkot. It runs a Porbandar circle, listed among its circles on pgvcl.com alongside Jamnagar, Junagadh and Rajkot. The PGVCL Disaster Management Plan 2025 splits the circle into two divisions. The Porbandar City division covers the town through four sub-divisions: Kirtimandir (spelt Kirtimadir in the plan's table), Kamlabag, Udhyognagar and Coastal. The Porbandar Rural division handles the surrounding villages. The sub-division printed on your bill is the one that takes your application.

Porbandar has no Torrent Power licence area and no SEZ distribution licensee. MGVCL, DGVCL and UGVCL serve other parts of Gujarat. If a quotation names any of them for a Porbandar address, the paperwork will be misdirected.

The rules come from the Gujarat Electricity Regulatory Commission (GERC), not from PGVCL or the installer. Under GERC's rooftop solar framework the system is tied to your sanctioned load, and exported units are set off against imported units on the bill rather than paid as cash. Check the sanctioned load on your bill before you settle on a size. If it is too low, a load increase goes in before the solar application.

1

Application with drawings

Consumer details, sanctioned load, system rating, single-line diagram and roof layout go to your PGVCL sub-division along with the prescribed fee.

Solar for Porbandar's businesses.

Porbandar's working economy is the sea and the limestone under it, and both create electricity loads that solar can carry during daylight.

The fishing harbour drives a chain of businesses that run refrigeration all day: ice factories, fish and prawn processing units, fish cold stores and net makers. The district industries profile from the MSME ministry lists exactly these in the GIDC estates at Porbandar, Vanana and Miyani and at Dharampur in Ranavav taluka. It also names fishing products as the district's main export. Compressors that work hardest between ten and four are the textbook match for a solar array. Mineral industry sits alongside: Saurashtra Cement at Ranavav, limestone quarrying, and the soda ash works at Birla Sagar, now a division of Nirma. Cotton ginning units, hotels near Chowpati, hospitals and schools complete the commercial list.

None of these can claim PM Surya Ghar. A business instead claims accelerated depreciation on the solar plant. It can pair this with a zero down payment arrangement that keeps the monthly instalment close to the bill it replaces.

Farmers in the taluka villages have a separate route. A farmhouse on a domestic connection can use PM Surya Ghar like any home, but an irrigation pump on an agricultural connection cannot. For pumps, read our guides to PM-KUSUM and the Gujarat KUSUM process through GEDA.

  • Harbour-side sheds face the heaviest salt exposure in town, so the structure, purlin clamps and fasteners are specified for marine air.
  • Older ice-plant and cold-store sheds need a load check on the roof sheeting and purlins before we fix any rating.
  • Sanctioned load caps the system size, so a load increase may have to go to PGVCL first.
Why us

What Heaven Green offers Porbandar homes and businesses

Heaven Green Energy has installed rooftop systems since 2017 and has passed 10,000 installations across Gujarat. Here is what that experience means for a roof on this coast.

PGVCL paperwork handled start to finishWe prepare the application, follow up on feasibility, submit test documents and attend the inspection. You do not have to queue at the sub-division or learn its document requirements.
Adani modules and Qbits invertersAs an authorised channel partner of Adani we install only Adani panels, with serial numbers recorded. Inverters are Qbits, made by our own group, so a warranty claim stays with one accountable supplier.
Fastener-level Bill of MaterialsOn a sea-facing roof the bolt grade matters as much as the panel. Our Bill of Materials lists make, model and quantity right down to fasteners and earthing, so you can compare quotes properly.
Survey before any priceAn engineer measures shade-free roof area, checks the slab or shed, maps cable runs and reads your bills before quoting. There is nothing to pay to start, and no advance.

Where we are based

Heaven Green Energy is headquartered at Mota Varachha, Surat, and that is our only office. We serve Porbandar and the wider Saurashtra region through our channel partner network and field engineering team, who carry out surveys, supervise installation and handle PGVCL coordination on the ground. Heaven Green has no branch, address or local phone line in Porbandar, and we say so before you sign rather than after.

How we work

From first call to a spinning net meter.

Getting from a first call to export credits on your PGVCL bill takes four steps. The durations are typical for Porbandar, not guarantees.

How Porbandar's coastal weather shapes a solar system

Porbandar sits almost at sea level on the Arabian Sea. The airport's long-run records describe a town that is milder than inland Saurashtra, saltier than it, and subject to some of the most unpredictable rainfall anywhere. Each of those changes a design choice.

Salt air and scarce rinse water

Sea air carries salt across the whole town, and it reaches Chhaya, the GIDC and the harbour sheds first. Salt eats thin zinc coatings, plain steel bolts, open earthing joints and unsealed DC connectors. We use hot-dip galvanised or aluminium structure, stainless fasteners and sealed glands. Municipal water is tight here too, so we plan cleaning around soft brushing and a light fresh-water rinse, never a daily hosing.

Mild heat, which helps generation

IMD normals for Porbandar airport show average daily highs below 35°C in every month, with October the warmest at about 35°C and January the coolest at about 29°C. Cooler cells lose less output to heat than they would inland. Humidity rises to about 78% in July and August, so inverter placement focuses on ventilation and keeping moisture out rather than on extreme heat.

Erratic monsoons and cyclone risk

The long-run average is about 700 mm a year over roughly 28 rainy days, with July the wettest month at around 280 mm. The total varies wildly from year to year, and the October 1975 cyclone pushed a storm surge of about 4 m. That calls for a structure calculated for wind load, anchored properly into the slab, with sealed roof penetrations. Installation shortcuts show up in the first big storm.

Questions

Solar in Porbandar: every question answered.

17 questions Porbandar buyers actually search for, including the ones competing pages leave out. Grouped so you can skip to what you need.

Cost & subsidy

What does a rooftop solar system cost in Porbandar in 2026?
Indicative market ranges are ₹1.80 lakh to ₹2.25 lakh for 3 kW and ₹2.85 lakh to ₹3.45 lakh for 5 kW, before subsidy. After the ₹78,000 PM Surya Ghar amount, a 3 kW system works out to about ₹1.02 lakh to ₹1.47 lakh. These are market ranges, not a Heaven Green quotation.
How much Porbandar solar subsidy is available for a home?
PM Surya Ghar pays ₹30,000 per kW for the first 2 kW and ₹18,000 for the third, so the maximum is ₹78,000 at 3 kW and above. A 2 kW system gets ₹60,000. The amount is set nationally and applies only to residential connections.
Does a sea-facing house in Chhaya or near Chowpati cost more?
Sometimes. A roof that takes direct sea wind may need a heavier coated or aluminium structure and stainless fasteners throughout, which adds to the material cost. We decide this at the survey and show the line item separately, so you can see what the coast is costing you.
Can an ice factory or fish cold store in the GIDC get solar with no down payment?
Yes, through financing. The instalment is set close to the electricity cost the plant will remove, and the business also claims accelerated depreciation. Refrigeration loads peak during daylight, which suits solar well. Bring twelve months of bills and we will model it.

Net metering & DISCOM

Which DISCOM handles PGVCL net metering in Porbandar?
Paschim Gujarat Vij Company Limited, PGVCL, a GUVNL company headquartered in Rajkot. It has a Porbandar circle, and a town address normally falls in its Porbandar City division, with the Kirtimandir, Kamlabag, Udhyognagar or Coastal sub-division on your bill taking the file. Village connections sit with the Porbandar Rural division. Torrent Power, MGVCL, DGVCL and UGVCL do not supply Porbandar.
Do Chhaya and the Porbandar city connections fall under the same PGVCL circle?
Yes. Porbandar and Chhaya form a single municipal corporation, and both are supplied by PGVCL within its Porbandar circle. The sub-division that handles your file, Kirtimandir, Kamlabag, Udhyognagar or Coastal in the city division, is the one printed on your bill, whichever side of the creek you live.
How big a system can I put on my PGVCL connection?
The GERC framework links system size to your sanctioned load in kilowatts, which is shown on your bill. If you want more capacity than that load allows, apply for a load increase first. We check this at the bill review, before any quotation.
How long does PGVCL take to approve rooftop solar in Porbandar?
Usually two to five weeks from application to feasibility approval, followed by inspection and the meter change once installation is complete. Most of the variation comes from the sub-division's workload. We track the file and tell you exactly where it is.

Sizing & performance

How much electricity does a solar system generate in Porbandar?
Expect 4 to 4.5 units per installed kW per day on about 5.5 peak sun hours. That is 360 to 405 units a month from 3 kW, 600 to 675 from 5 kW and 1,200 to 1,350 from 10 kW. Output dips during the cloudy weeks of July and August.
Which size suits my electricity bill?
As a rough guide: 2 kW covers bills up to ₹1,800 a month and 3 kW covers ₹2,000 to ₹3,500. Then 5 kW covers ₹3,500 to ₹6,000, and 10 kW covers ₹6,000 to ₹13,000. Above ₹13,000 you are into 25 kW and commercial sizes. Units consumed matter more than the rupee total.
Does salt air reduce solar output in Porbandar?
Salt film on the glass cuts output the way dust does, and it sticks harder once the morning humidity dries. Homes nearest the seafront and the harbour see the most deposit. Regular soft brushing with a light fresh-water rinse restores output without wasting the town's limited water.
Is Porbandar's milder temperature good for solar panels?
Yes. IMD normals show average highs below 35°C in every month, cooler than inland Saurashtra. Panels lose output as cell temperature rises, so a cooler roof keeps more of its rated power in the hot months. Good airflow under the array still matters.

Installation & service

How long does a Porbandar rooftop installation take?
Two to four days on the roof for a typical home once PGVCL feasibility is approved. From first call to generation it is usually four to eight weeks, and nearly all of that time is approval and inspection rather than physical work.
Will the structure hold up in a cyclone or monsoon squall?
It should if it is designed for this coast. We calculate wind load, anchor into the slab rather than resting on it, seal every roof penetration and use coated structure with stainless fasteners. Ask any other vendor for the same details in writing.
Who services the system if a panel or inverter fails?
Panels are Adani, supplied through our authorised channel partnership, and inverters are Qbits from our own group. Serial numbers are recorded on your Bill of Materials, so a claim goes through one accountable route. Our field engineering team attends to the fault.

About Heaven Green

Is there a Heaven Green office in Porbandar?
No. Our only office is at Mota Varachha in Surat. In Porbandar we work through our channel partner network and field engineering team, who survey, supervise installation and handle PGVCL coordination. We tell every customer this before they sign.
Can you install for a farmhouse in a Porbandar taluka village?
Yes. A farmhouse on a domestic connection can claim PM Surya Ghar just like a town house, and we survey villages such as Bagvadar, Degam and Ranavav. Irrigation pumps on agricultural connections follow the PM-KUSUM route instead, which our KUSUM guides explain.
