Rooftop solar for warehouses and workshops in Mundra.

Mundra splits between two licensees. Plots inside the Mundra SEZ licence area buy power from MPSEZ Utilities Limited; the town, villages and yards outside it are on PGVCL. We confirm yours from the bill, then size a plant for your sheds, cold rooms or workshop. Modules come through us as an authorised channel partner of Adani.

The short answer

A warehouse, workshop or small factory in Mundra can put solar on its own roof and buy fewer daytime units from the grid. Inside the Mundra SEZ licence area your supplier is MPSEZ Utilities Limited; outside it, PGVCL serves you through its Mandvi division. Each kW yields 4 to 4.5 units a day. Businesses get no PM Surya Ghar subsidy, but can claim 40% accelerated depreciation.

The area

Mundra: a port town, an SEZ and the yards between them

Mundra is a coastal taluka on the Gulf of Kutch, and most of its industry exists because of the port. This page is for the smaller businesses that grew up around it, not the port operator's own plants.

The MSME-DI industrial profile of Kachchh lists Mundra among the district's five industrial talukas, with Bhuj, Anjar, Gandhidham and Mandvi. It describes Mundra Port as an integral part of the Mundra SEZ and places it about 10 km from Mundra town. The district administration's own summary names industrial parks at Mundra, Gandhidham and Samakhiyali, and counts salt works in Mundra taluka among Kutch's coastal salt belt.

The electricity map follows the SEZ boundary. GERC's tariff order of 25 March 2026 for MPSEZ Utilities Limited records that it became a deemed distribution licensee for the Mundra SEZ area. It did so under a Government of India notification of 3 March 2010. The Commission later issued it Distribution Licence No. 6 of 2016 and amended that licence in 2017 after the zones were re-notified. The same order says its consumers are mainly industrial and commercial bulk users on high-tension supply. Everything outside the licence area, from the town bazaar to highway yards and village workshops, falls to PGVCL.

We name no business in Mundra as a customer, and we do not list who operates inside the SEZ. Your roof, your load and the licensee on your bill decide the plant.

Warehouses and container freight yards

Large sheet-metal sheds carry lighting, reach-truck chargers, dock levellers and office air conditioning. Their own load is light, so the roof can often produce more than the shed uses. We size to the daytime draw first and only go bigger if your licensee's terms make the extra units useful.

Cold rooms and reefer plug points

Refrigeration runs all day and peaks in the hot afternoon, which suits a solar profile well. Compressors and evaporator fans draw steadily, so nearly every unit the array makes is used at once. Insulated panel roofs need a separate mounting check before anything is fixed to them.

Fabrication, repair and contractor workshops

Welding sets, cutting machines, compressors and overhead cranes work in daytime shifts. Their load is uneven, with sharp spikes when heavy machines start. A plant sized to the steady base, not the spikes, keeps export low and keeps your sanctioned load application simple.

Small processing units and site offices

Packing lines, salt and agro processing, labs and yard offices sit both inside and outside the SEZ. Most draw power only during working hours. RCC office roofs here are often the easiest place to start before moving to larger sheds.

How the numbers work

Counting a Mundra plant in units, not rupees

We judge a plant by the grid units it replaces in daylight. Rupee savings are left out because your tariff category, demand charges and licensee all differ, and any one of them changes the answer.

Match the plant to your daytime use. On an open, unshaded Kutch roof each kW gives 4 to 4.5 units a day over the year. So 25 kW yields around 36,500 to 41,000 units annually and 50 kW about 73,000 to 82,000. A warehouse that closes at dusk uses only what it draws in the day, so its daytime meter readings matter more than its monthly total.

Know your connection before you size. Inside the SEZ most units take high-tension supply from MUL, and the licensee measures the plant against your contract demand. Outside it, PGVCL checks the plant against your sanctioned load. Solar lowers imported units but may leave your recorded maximum demand untouched, because a cloudy afternoon still pulls full load from the grid. We read a year of bills, demand figures included, before naming a size.

Depreciation does the work a subsidy would. PM Surya Ghar covers homes only. A business claims 40% accelerated depreciation on solar power generating systems under Appendix I of the Income Tax Rules. From 22 Sep 2025, GST is 5% on solar equipment and 18% on the service share, counted as 30% of a supply-and-install contract, which blends to about 8.9%. At 25 kW the indicative Gujarat band is ₹10.75 lakh to ₹13.50 lakh, about ₹43,000 to ₹54,000 per kW. Larger plants are quoted only after a load study, since wind-rated steel, roof repairs and cable runs vary from shed to shed.

Engineering for the Kutch coast

Mundra roofs deal with cyclone wind, salt air off the gulf and heavy dust from port traffic. We design for those three first and count modules afterwards.

Sheet roofs, purlins and insulated panels

Warehouse sheds are often light-gauge steel built for cover, not for added weight. We measure purlin size and spacing, sheet thickness and fixings, and look for rust at laps and gutters. Insulated sandwich panels on cold rooms get their own fixing method, because ordinary clamps can crush the foam core.

Wind load, corrosion and fire access

The district disaster management plan lists Mundra among the coastal talukas most exposed to cyclone wind and sea surge. We design rails, clamps and anchors for that exposure, use galvanised or aluminium structure with stainless fasteners, and keep clear walkways for cleaning and fire access across the roof.

Wiring, protection and licensee paperwork

Qbits inverters feed your LT panel, behind your own transformer where you take HT supply. The single-line diagram shows isolators, surge protection, earthing and metering. MUL or PGVCL reviews it, and the protection is set so the plant shuts down whenever the grid supply fails.

MUL (Mundra SEZ) / PGVCL

Approvals: who does what.

Your file goes to whichever licensee bills you: MPSEZ Utilities inside the SEZ licence area, PGVCL outside it. The steps match; the office and forms differ.

1

Read the bill and fix the licensee

We take the licensee name, consumer number, supply voltage and sanctioned load or contract demand from your bill. Yards near the SEZ boundary get confused most often, so this is settled before any design work starts.

Us
2

Submit drawings and application

We prepare the roof layout, single-line diagram, equipment datasheets and protection settings. MUL or PGVCL's Mandvi division checks them against your load and its local network, then approves or asks for changes.

Us, then MUL or PGVCL
3

Install and record the tests

The team builds to the approved drawings and logs insulation resistance, earthing values and relay settings. Where the plant size needs Electrical Inspectorate clearance, we prepare that file and follow it through.

Us
4

Inspection, meters and switch-on

The licensee inspects the finished plant and fits or certifies the meters. After energisation the generation shows in your billing. Our engineer is present at the inspection to answer questions on the spot.

MUL or PGVCL
Paying for it

Three ways to fund the plant.

You can pay for the plant, borrow against it or let a developer own it. Tax position and how long you hold the premises decide which fits.

Pay upfront and own it

Your business owns the plant as a fixed asset and claims 40% accelerated depreciation from the year it starts working. This suits a profitable owner-occupier with taxable income. Every unit generated is yours, and an annual maintenance contract covers washing, inspections and inverter checks.

Bank or NBFC loan

Lenders fund rooftop plants for small businesses, and you still own the asset for depreciation. We supply the quotation, bill of materials and units estimate a credit team asks for. Compare offers on total repayment, not on the headline rate.

Developer-owned plant

A developer installs and owns the plant and sells you its units under a long agreement. You spend no capital and claim no depreciation. If you lease your warehouse, check that the agreement outlasts the lease and that your landlord signs the roof-access terms.

Where we work from

Heaven Green Energy has a single office, at Mota Varachha in Surat, and nothing in Kutch. We serve Mundra and the wider Kachchh region through our channel partner network and field engineering team, who carry out surveys, supervise installation and attend licensee inspections in person. We tell you this before you sign, not after.

01

Bills and boundary check · Day 1

You share twelve months of bills and your plot location. We confirm the licensee, supply voltage and daylight load, and tell you plainly if the roof is not worth a visit.

02

Roof and panel survey · Week 1

An engineer checks sheet condition, rust, shading, dust exposure and cable routes, then inspects your main panel. For uneven workshop loads we may log demand for a few days.

03

Layout and written offer · Week 2

You get the layout, single-line diagram, itemised bill of materials and a month-by-month units estimate. The price comes from this design, never from a rate card.

04

Approval and build · Weeks 3 to 10

We file with your licensee, procure Adani modules and Qbits inverters, and install in stages that avoid your loading docks and busiest shifts.

05

Commissioning and upkeep · After approval

The licensee inspects and connects the plant. You receive test reports, warranties and monitoring access, and a cleaning schedule set for Mundra's dust and salt.

Six things to check with any vendor.

  1. Inside the Mundra SEZ licence area, MPSEZ Utilities Limited is the distribution licensee; GERC records it as a deemed licensee since 2010.
  2. Outside the SEZ, PGVCL supplies Mundra through the Mundra-1 and Mundra-2 sub-divisions of its Mandvi division, under the Bhuj circle.
  3. Each kW gives 4 to 4.5 units a day, so a 50 kW plant makes about 73,000 to 82,000 units a year.
  4. Businesses get no PM Surya Ghar subsidy; they claim 40% accelerated depreciation on the plant instead.
  5. Cyclone wind, salt air and port dust make structure, fasteners and cleaning the first design questions here.
  6. Plants above 25 kW are priced after a load study, sized to daytime use and sanctioned load.
Questions

Industrial solar in Mundra, answered.

Cost & output

What does a rooftop solar plant cost for a Mundra warehouse?
At 25 kW the indicative installed band in Gujarat is ₹10.75 lakh to ₹13.50 lakh, roughly ₹43,000 to ₹54,000 per kW. Anything larger is priced after a load study, because roof repairs, wind-rated structure and cable lengths change the cost. Each quotation lists the bill of materials line by line.
How much will a 25 kW plant generate in Mundra?
About 36,500 to 41,000 units a year, from 4 to 4.5 units per kW per day on a clean, unshaded roof. Summer months beat that average and monsoon months fall below it. Dust from port traffic cuts output quickly, so our estimate assumes a stated cleaning schedule.
My warehouse uses little power. Is solar still worth it?
Only if the plant is sized to what you use in daylight. A big roof over a light load tempts people to overbuild, and surplus units are worth less than units you use yourself. We size to your daytime draw first, then check what your licensee's current terms allow for any export.

Licensee & approvals

Is my Mundra unit supplied by MPSEZ Utilities or PGVCL?
It depends on where the plot sits. GERC records MPSEZ Utilities Limited as the distribution licensee for the Mundra SEZ area. The town, villages and yards outside that area are PGVCL's, served from its Mundra-1 and Mundra-2 sub-divisions. The licensee printed on your bill settles the question.
Which PGVCL office handles rooftop solar in Mundra?
PGVCL's own office list places Mundra-1 and Mundra-2 sub-divisions under its Mandvi division, which reports to the Bhuj circle. Your bill shows which sub-division holds your connection. We file the application there and follow it until the meter is fitted.
Who sets the net metering rules for a Mundra business?
The Gujarat Electricity Regulatory Commission, through its regulations read with the Gujarat Solar Power Policy. GERC regulates MUL and PGVCL alike. Terms differ by consumer category and plant size, so we confirm the current position for your connection in writing before fixing capacity.

Roof & engineering

Can a Mundra roof take cyclone winds with panels on it?
Yes, if the structure is designed for it. Kutch's disaster management plan lists Mundra among the coastal talukas most exposed to cyclone wind. We calculate wind uplift for your roof height and exposure, then choose rails, clamps and anchor spacing to suit. A weak roof is strengthened first.
Can panels go on a cold store's insulated roof?
Often, with the right fixings. Sandwich panels have a foam core that standard clamps can crush, so we use brackets made for that roof profile or fix into the steel frame below. We also keep penetrations to a minimum, because a leak above a cold room is costly.
How often should panels be cleaned in Mundra?
More often than inland. Port traffic and dry weather coat glass in dust, and coastal humidity makes it stick. Most sites here need washing every few weeks in the dry season. We set the interval from your site's soiling and supply a monitoring view to spot drops early.

Finance & tax

Does a business in Mundra get any solar subsidy?
Not under PM Surya Ghar, which is for homes only. A business claims 40% accelerated depreciation on solar power generating systems under Appendix I of the Income Tax Rules. If your unit is inside the SEZ, ask your chartered accountant how that interacts with your SEZ tax position.
What GST applies to a commercial solar plant now?
Since 22 Sep 2025, solar equipment carries 5% GST and services 18%. A supply-and-install contract treats 30% of its value as service, so the blended rate comes to about 8.9%. Whether you can claim input tax credit, or get SEZ-specific treatment, is for your accountant to confirm.
