The subsidy is credited directly to the homeowner's bank account after the system is commissioned and inspected. The eligibility flow goes through the PM Surya Ghar National Portal, where the homeowner registers with their consumer number, selects an empanelled vendor (Heaven Green Energy is one of the empanelled vendors), and gets a redirect to the local distribution licensee for the technical feasibility check.
Alongside the subsidy, the scheme also offers a collateral-free, low-interest loan for residential systems up to 3 kW at an interest rate of around 7% per annum. This is offered by select public-sector banks under the scheme.
Important note
The PM Surya Ghar subsidy is applicable only to residential rooftop solar installations on a self-owned property with a domestic electricity connection. It does not apply to commercial, industrial, or housing-society common-area installations.
02 · DISCOM
Net-metering in Surat: DGVCL and Torrent Power Surat
Surat is unusual within Gujarat in that two distribution licensees operate in the area:
Torrent Power Surat is a private distribution licensee that supplies electricity to most of Surat city. It is a separately licensed entity from the state distribution company.
Dakshin Gujarat Vij Company Limited (DGVCL) is the state distribution company that supplies the rest of Surat district and the wider South Gujarat region, covering Bharuch, Narmada, Tapi, Dangs, Navsari, and Valsad districts.
Any rooftop solar system installed in Surat that exports power to the grid must be registered for net-metering with whichever licensee serves the consumer's address. Both licensees operate under the regulatory framework of the Gujarat Electricity Regulatory Commission (GERC), which sets the tariffs and net-metering rules. Under the current GERC framework for rooftop solar:
Net-metering is available for residential and small commercial consumers. Solar energy you export to the grid offsets the units you import, and your bill is calculated on the net energy consumed.
Net-billing and gross-metering arrangements apply for larger systems and certain consumer categories at the prevailing feed-in tariff notified by GERC.
The system size eligibility for net-metering is capped at the consumer's sanctioned load (in kW), as per DISCOM rules.
The workflow for a new rooftop solar system involves four broad steps: application submission (with technical specifications and feasibility documents), technical feasibility check by the licensee's engineers, installation and inspection, and finally the bidirectional net-meter swap.
