Rooftop solar for factories in Savli GIDC and Manjusar.
Engineering and electronics units in Savli GIDC, north of Vadodara, run their heaviest loads in daylight, which is when a shed-roof plant produces. We survey your roof and panel room, design around your sanctioned load, file with the MGVCL sub-division named on your bill, and maintain the plant after connection. Modules come through our Adani channel partnership.

The short answer
Factories in Savli GIDC and the Manjusar units buy power from Madhya Gujarat Vij Company Limited (MGVCL), through its Savli and Manjusar Industrial sub-divisions. Each kW of unshaded roof solar there yields 4 to 4.5 units a day, so a 200 kW plant makes about 2.92 to 3.29 lakh units a year. Firms claim 40% accelerated depreciation instead of a subsidy. Plants above 25 kW are priced after a load study.

A large engineering estate with two MGVCL desks
Savli GIDC is one of the bigger estates in Vadodara district, and the Manjusar units sit on the same northern stretch. Knowing which MGVCL office holds your connection saves weeks on a rooftop file.
Wikipedia describes the Savli industrial area as a GIDC-owned estate of about 800 hectares, home to engineering and electronics manufacturers. It lies north of Vadodara city, towards the Mahi river, and the same article places it on the Savli to Halol route of the Delhi to Mumbai Industrial Corridor project. We do not list firms inside the estate. A factory's roof, bill and load profile are what decide its plant, not its neighbours.
MGVCL serves the area from its Baroda O&M Circle. Its contact directory places a Savli sub-division and a separate Manjusar Industrial sub-division under the Baroda (O&M) Division. In practice that means two units a short drive apart can have their rooftop applications read by different offices. The office printed on your bill is the one that receives your file.
One caution on licensees. Wikipedia also records Savli as a location for an Export Promotion Industrial Park that was proposed for elevation to a Special Economic Zone. We could not confirm from an official source whether any SEZ inside the estate has been notified or holds its own distribution licence. If your unit sits in an EPIP or SEZ block, check the licensee named on your bill before you plan anything.
Heavy engineering and fabrication bays
Tall sheds with overhead cranes, welding bays, machining centres and test rigs draw most of their power on the day shift. Crane runways and roof monitors limit where panels can sit, so we draw the layout around them. Motor starts and welding surges get logged during the survey.
Electrical and electronic equipment plants
Assembly lines, burn-in rooms, test bays and compressed air run steadily through working hours. That flat daytime base load suits rooftop solar well, since nearly every unit is used on site. Sensitive test equipment means we pay close attention to harmonics and earthing in the design.
Process and chemical units
Some Savli and Manjusar plants run reactors, dryers, pumps and cooling towers round the clock. Solar then trims a constant base load instead of covering a peak. Chemical fallout on the roof calls for coated fixings and a shorter cleaning and inspection interval in the maintenance contract.
Supplier workshops on one shift
Smaller plots feeding the larger plants often work a single shift and close one day a week. On that day a plant exports most of what it makes. We size these units against weekday daylight demand, so you are not paying for capacity that mostly feeds the grid.
Count the daylight units first
A Savli factory plant is sized from the units your meter records between morning and late afternoon. Rupee savings depend on your tariff category and demand charges, so we work them out from your own bills, not from this page.
Generation is predictable; usage is the variable. A kilowatt of shadow-free roof in this part of Gujarat produces 4 to 4.5 units a day on average across the year. That gives roughly 1.46 to 1.64 lakh units a year from 100 kW, 2.92 to 3.29 lakh from 200 kW and 7.3 to 8.21 lakh from 500 kW. Set those figures against what your plant consumes in daylight. When daytime use comfortably exceeds generation, almost every unit displaces grid power, and that is the position to aim for.
Sanctioned load and recorded demand behave differently. MGVCL assesses a rooftop plant against the load sanctioned on your connection, so a 10,000 square metre roof does not automatically justify a large plant. Solar cuts the units you buy. It cannot promise a lower maximum demand reading, because a cloudy monsoon afternoon with every machine running will still pull that peak from the grid. We read twelve months of bills, demand column included, before recommending a rating.
Tax does the work a subsidy would. PM Surya Ghar is for homes, so a manufacturer instead claims 40% accelerated depreciation on solar power generating systems under Appendix I of the Income Tax Rules. Since 22 Sep 2025, GST is 5% on solar equipment and 18% on services. With the service share of a supply-and-install contract taken at 30%, the blended rate is about 8.9%. As a reference point only, the indicative installed band for 25 kW in Gujarat is ₹10.75 lakh to ₹13.50 lakh, about ₹43,000 to ₹54,000 per kW at that size. Larger plants are priced after a load study, since structure, cable runs and metering shift the cost.
| Plant size | Units a year |
|---|---|
| 25 kW | 36,500 – 41,063 |
| 50 kW | 73,000 – 82,125 |
| 100 kW | 1,46,000 – 1,64,250 |
| 250 kW | 3,65,000 – 4,10,625 |
| 500 kW | 7,30,000 – 8,21,250 |
Indicative installed cost at 25 kW: ₹10.75–13.50 lakh (market range, not a quotation). Larger plants are priced after a load study of your bills and roof.

Engineering for Savli sheds
Before any module is ordered we settle three questions: can the roof carry the array, will it stay put and stay safe, and where does it join your electrical system.
Roof load and sheet condition
Crane bays and wide-span sheds in Savli vary in purlin depth, spacing and sheet gauge. We measure each, calculate the added dead load and inspect sheets for corrosion and thinning. Where the roof needs strengthening or re-sheeting, the proposal says so in writing and prices that work separately.
Wind, water and safe access
Mounting rails fix into purlins through sealed penetrations so the shed stays dry in the monsoon. The layout keeps ridge vents, skylights and smoke outlets clear and leaves walkways for cleaning crews. The structure is earthed, and lightning protection is designed for the real height of your building.
Panel room, protection and MGVCL metering
Qbits inverters go close to the main LT panel to keep AC cable runs short. The design carries DC and AC isolation, surge protection, earth pits and the meters MGVCL specifies. On an HT supply the plant connects on the LT side of your transformer, and the single-line diagram shows the exact tie-in.
Approvals: who does what.
Nothing connects until MGVCL approves it. Files move fastest when they reach the right sub-division with drawings that match the roof as built.
Bills, sanctioned load and drawings
We gather a year of bills, confirm your sanctioned load and connection type, then survey roof and panel room. You receive a layout, single-line diagram and datasheets. We also note whether Savli or Manjusar Industrial holds your account.
UsApplication to your sub-division
We lodge the rooftop application with the MGVCL office printed on your bill. The sub-division checks the proposed rating against your sanctioned load and the local feeder, then approves it or asks for changes, which we answer.
Us, then MGVCLInstallation and safety file
We build to the approved drawings and record insulation tests, earth resistance and protection settings. Where plant size calls for Electrical Inspectorate clearance, we prepare that file and chase it until the certificate is issued.
UsInspection and energisation
MGVCL inspects the installation, fits or certifies the meters and energises the plant. Solar generation starts appearing on your bill from that cycle. Our engineer attends the inspection so questions are settled on the roof.
MGVCLThree ways to fund the plant.
Pick a route by your tax position and whether you want the plant on your own books. All three are used by manufacturers in the Vadodara estates.
Capital purchase
Your company owns the plant and claims 40% accelerated depreciation from the year it is put to use. This suits a profitable unit with cash to deploy. Every unit generated is yours, and an AMC with us covers cleaning, inspections, inverter health checks and the generation reports your auditor will ask for.
Bank or NBFC loan
Lenders finance rooftop plants for MSMEs while your firm keeps ownership and the depreciation claim. We supply the quotation, bill of materials and month-by-month generation estimate in units that a credit officer needs. Rate and tenure are the lender's call, so compare total repayment rather than the monthly instalment alone.
RESCO agreement
A developer installs and owns the plant on your roof and bills you for the units supplied. You spend no capital and claim no depreciation. Read the tenure, buy-out terms, roof access rights and exit clauses closely, because the contract ties your premises to the developer for its full term.
How the project runs.
Five stages take a Savli or Manjusar unit from enquiry to a connected plant. You approve each document before MGVCL sees it.
Where we work from
Heaven Green Energy has one office, at Mota Varachha in Surat. We serve factories in Savli GIDC, Manjusar and the wider Central Gujarat region through our channel partner network and field engineering team. The team carries out roof surveys, supervises installation and attends MGVCL inspections in person. We have no branch in Vadodara district and say so before you sign.
Bill review · Day 1
You share twelve months of bills and plot details. We check sanctioned load, supply voltage and daytime consumption, and tell you plainly if a visit is not worth your time.
Roof and load survey · Week 1
An engineer measures purlins, sheets and shading, traces the cable route and opens the main panel. If the load pattern is unclear, we log it over several working days.
Design and written offer · Week 2
You receive the layout, single-line diagram, a bill of materials with makes and quantities, and monthly output in units. The price is built from that design.
MGVCL approval and build · Weeks 3 to 8
We file with your sub-division, procure Adani modules and Qbits inverters and install in stages that fit your shift pattern, keeping the shed weather-tight throughout.
Connection and maintenance · After MGVCL inspection
MGVCL inspects and energises the plant. We hand over test records and warranties, start remote monitoring and begin the cleaning and inspection schedule set out in your contract.

Six things to check with any vendor.
- Savli GIDC and the Manjusar units are on MGVCL, under the Savli and Manjusar Industrial sub-divisions of the Baroda (O&M) Division.
- If your unit is inside an EPIP or SEZ block, confirm the licensee printed on your bill; we could not verify a separate SEZ licensee.
- Each kW of unshaded roof gives 4 to 4.5 units a day, so a 200 kW plant makes about 2.92 to 3.29 lakh units a year.
- Factories get no PM Surya Ghar subsidy; the firm claims 40% accelerated depreciation on the plant instead.
- GST on a supply-and-install contract blends to about 8.9%: 5% on equipment, 18% on the 30% service share.
- Sanctioned load and daylight consumption set the rating, and plants above 25 kW are priced only after a load study and roof check.
